Job summary

Civil Science, Inc. is seeking a Public Works Division Manager to lead our ND public works practice. You will oversee PMs, engineers, surveyors, and staff, and report to the Area Manager. A licensed engineer with strong leadership, business development, and technical excellence is preferred.

The role emphasizes strategic direction, budgeting, and recruitment, with opportunities to shape projects across water, sewer, storm infrastructure and land development in North Dakota.

Qualifications

• ND Professional Engineer license required.
• Bachelor’s degree in civil engineering.
• 12+ years of experience in public works and civil infrastructure projects.

Responsibilities

• Set strategic direction for the public works division.
• Lead planning, budgeting, forecasting, and performance tracking for the division.
• Oversee project managers, engineers, surveyors, and support staff within the division.
• Drive quality, risk management, and safety compliance across projects.
• Develop staff through mentoring, hiring, and performance programs.
• Represent Civil Science in municipal, regional, and state forums and industry groups.
• Lead business development efforts for the North Dakota public works market.
• Identify new clients, pursue opportunities, and oversee proposals.
