Job summary

OUC is seeking an experienced Buyer (Procurement & Contracts Officer) to join the Financial & Support Services division. You will manage the full sourcing lifecycle, from developing solicitations to issuing purchase orders, while negotiating terms and ensuring compliance with procurement laws.

The ideal candidate has hands-on experience in public-sector purchasing, strong contract negotiation skills, and a proven ability to build relationships with internal stakeholders and suppliers.

Qualifications

• Bachelor's Degree in Finance, Business, Accounting, Engineering (or related) is required.
• In lieu of a degree, equivalent combination of education or certifications (CPPB, CPSM, CPP) or experience may substitute on a 1:1 basis.
• Minimum three years of experience in Purchasing, Supply Chain or related field is required.
• Certifications CPPB, CPSM, CPP are preferred.

Responsibilities

• Manage full sourcing lifecycle from solicitations to purchase orders.
• Develop and issue solicitations; evaluate supplier responses.
• Negotiate pricing and terms; draft and administer contracts.
• Analyze offers, conduct market and supplier research; assess risk.
• Ensure compliance with procurement laws, policies, and procedures.
