Job summary

Grand Traverse County seeks a results‑oriented Human Resources Director to lead the HR department, advise the County Administrator and elected officials on workforce issues, and oversee labor relations with bargaining groups. The role manages recruitment, compensation, benefits, safety, and compliance with employment laws across 550 employees in 35 departments.

The Director will drive HR strategy, develop programs, and represent the County in administrative proceedings or bargaining contexts,

Qualifications

• Bachelor’s degree in human resources management, labor relations, or business or public administration.
• Master’s degree in human resources, labor relations, or related field preferred.
• At least six years of progressively responsible experience in human resources administration, including at least three years in a supervisory role.
• Public sector human resources management experience and professional certification (PHR, SPHR) desirable.

Responsibilities

• Serve as strategic advisor to the County Administrator on HR matters including workforce planning, structure, employee relations, compensation, benefits, labor negotiations and development.
• Lead HR Department operations: planning, directing, evaluating staff, budget, and priorities.
• Develop and administer HR goals, policies, procedures, and initiatives aligned with the County mission and priorities.
• Oversee recruitment, retention, labor relations, and compliance with laws, policies, and bargaining agreements.
