North Carolina Department of Public Instruction is seeking an Accounting Manager I (NS) to lead the agency’s accounting, financial reporting, and internal control functions. This exempt role directs grants and receivable management, policies, and systems, serving as a key liaison with auditors and oversight authorities.

The position provides leadership within the Accounting Controls and Reporting Section, guiding staff and contributing to the agency's financial services leadership team.

Qualifikationen

• Minimum education and experience: Bachelor’s degree as specified and five years of professional accounting experience, with at least one year in a supervisory role.
• CPA designation is preferred.
• Knowledge of governmental accounting standards and internal control frameworks.

Aufgaben

• Lead preparation and submission of the ACFR, Single Audit reports, and Annual Financial Statement Report, including MD&A.
• Develop and monitor accounting policies, procedures, and reporting processes to ensure GAAP and regulatory compliance.
• Oversee agency accounting operations, including analyses, reconciliations, month-end and escheatment activities.
• Serve as primary liaison for external audits and oversight reviews with State Auditor's Office and Office of the State Controller.
• Direct the EAGLE internal control program with risk assessments and reporting.
• Manage and develop staff within the Accounting Controls and Reporting Section.

Ausbildung

Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework
