Job summary

ICCS LLC in San Diego County, CA, is seeking a Project Manager to lead public-sector Capital Improvement Projects with hybrid work options. The role manages CIP programs from planning to closeout, interfacing with government agencies, municipalities and consultants to ensure on-time, on-budget delivery.

You will drive projects from $1M to $20M, oversee budgets and schedules, and coordinate procurement, risk management, and stakeholder communications.

Qualifications

• 12+ years of project management experience focused on public-sector CIP.
• Experience overseeing CIP projects $1M-$20M in value.
• Hands-on experience with government agencies or municipalities on the agency or consultant side.
• Solid understanding of public procurement, bidding, and contract administration rules.
• Demonstrated expertise in managing complex project budgets and construction schedules.
• Exceptional written and verbal communication skills for presenting to public leadership and boards.
• Bachelor’s degree in Civil Engineering, Construction Management, Public Administration, or equivalent practical experience.

Responsibilities

• Lead CIP projects from planning through closeout.
• Serve as primary point of contact between agencies, municipalities, consultants and contractors.
• Establish and track scopes, schedules and budgets to meet public agency standards.
• Manage consultant and contractor deliverables, RFIs, submittals, and change orders.
• Prepare and administer RFPs, RFQs, bid packages, and public contracting docs.
• Identify risks early and implement mitigation plans across all phases.
• Deliver progress reports and presentations to officials and boards.
