Job summary

Kitsap County Public Works seeks a Capital Project Manager to lead and deliver complex public infrastructure projects, including buildings and utility systems. You will oversee scope, schedule, and budgets while coordinating with engineers, technicians, and contractors to ensure quality and compliance.

The role requires strong leadership, public presentations, and effective communication with elected officials and the community, along with public-sector procurement knowledge and PMP/CMAA

Qualifications

• Licensed Professional Engineer (PE) in Washington State, or actively pursuing Washington State comity.
• Bachelor's degree in civil, mechanical, electrical, or related engineering field from an accredited institution.

Responsibilities

• Drive capital construction projects from concept to completion as the technical expert and strategic leader for complex, multidisciplinary infrastructure.
• Direct project scope, schedule, and budget on high-impact county initiatives with broad autonomy.
• Serve as the primary technical resource for internal engineers, technicians, and construction managers, managing in-house teams and external contracts.
• Provide expert analysis on sensitive issues and present technical testimony and progress updates to elected officials and community groups.
• Shape procurement and contracting strategy by preparing RFQs, RFPs, and bid solicitations; negotiate contracts with consultants and contractors; ensure compliance with contracting requirements.
• Build and mentor high-performing engineering and project delivery teams; establish performance standards and participate in hiring decisions.
