Job summary

Housing Authority of the City of Los Angeles is seeking a manager to oversee a housing development within the Authority, including the Application Center and Housing Choice Voucher programs. The role involves planning, directing activities, and ensuring compliance with leases and program requirements.

You will recruit and supervise staff, manage budgets, and coordinate with partners to monitor portfolio performance and service delivery.

Qualifications

• Education required: Bachelor's degree in relevant field.
• Experience: 1 year supervisory level in property management or public social programs.
• Certification: PHM, CPM or equivalent within one year of hire.

Responsibilities

• Plan, organize, coordinate, and supervise activities of an assigned housing development and related programs.
• Manage assigned staff across maintenance, clerical, custodial and technical roles.
• Recruit, train, supervise, evaluate and discipline staff to maximize performance.
• Promote safety in operations and services.
• Represent the Authority with public/private agencies and communities; make presentations.
• Assist in developing and monitoring department budget; review and justify costs.
• Enforce leases and program requirements; ensure compliance with rules and procedures.
• Resolve complex tenant or program participant issues; refer to partners as needed.
• Provide recommendations on major capital repairs and improvements; oversee projects.
• Inspect maintenance of offices, dwellings, and grounds; assure quality.
• Meet with participants and contractors to advise on program specifics.
• Review and approve documents like purchase orders, leases, and eligibility reviews.
