Job summary

Maryland Department of Housing and Community Development (DHCD) seeks a Chief Financial Officer to lead financial strategy for housing, community development, and related programs. The CFO will manage a portfolio exceeding $6 billion in bonds, mortgages, and investments, directing budgeting, forecasting, compliance, and risk management to ensure long‑term stability.

Responsibilities

• Lead short- and long-term financial planning, forecasting, and strategic analysis.
• Oversee capital planning and debt management for multiple financing sources.
• Provide strategic financial guidance to executive leadership and act as advisor to Secretary.
• Oversee budgeting, accounting, and financial reporting functions.
• Enhance financial systems, controls, and data-driven decision making.
