Job summary

Maryland Department of Housing and Community Development (DHCD) seeks a Loan Administrator to manage underwriting and approval for multifamily housing programs. You will coordinate with a wide range of public and private partners, with a focus on the HUD 542(c) Risk Sharing program.

The role requires extensive communication and project management from application through construction. Knowledge of housing finance and development mechanics is essential.

Qualifications

• Seven years of community assistance experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development.
• Bachelor's degree substitution options allow three years of related experience in lieu of the degree.
• Graduate credits in related fields can substitute up to two years of experience.

Responsibilities

• The Loan Administrator manages the processing of loan underwriting and approval for the Community Development Administration’s Multifamily Housing Development Programs, reporting to the Director for Rental Lending.
• Acts as the primary HUD liaison under the 542(c) Risk Sharing program, which provides debt for about 25% of the Department’s multifamily financing.
• Oversees a 12–15 month process from application to construction start, coordinating with many public and private participants.
