The MDH Behavioral Health Administration invites applications for a management-level role overseeing administration-wide public awareness initiatives and stakeholder engagement to support mission priorities.

The position leads policy development, staffing, contracts, and project oversight; analyzes data to guide decisions and collaborates with agencies and partners to advance priorities.

Qualifications

• Bachelor's degree required; six years of administrative or professional experience, including three years in supervision.
• Master's degree substitutes for one year of general experience; Doctorate substitutes for two years.

LOCATION OF POSITION

MDH Behavioral Health Administration, Catonsville MD

Main Purpose of Job

This management level position oversees administration-wide public awareness initiatives, special projects, stakeholder engagement, and communications functions that support the Behavioral Health Administration's mission and priorities.

This Position

• Conducts ongoing environmental scanning, policy analysis, strategic planning, and stakeholder engagement activities to identify emerging issues, opportunities, and priorities affecting behavioral health and public awareness of these issues


• Establishes policies and procedures supporting administration-wide public awareness initiatives and operational priorities, including the formulation of short and long term goals and deliverables


• Serves as a primary liaison between BHA leadership and internal and external stakeholders, including State agencies, local governments, providers, advocacy organizations, community partners, and elected officials when dealing with matters of public awareness


• Oversees assigned personnel, contracts, projects, and financial resources in support of Administration special initiatives and public awareness campaigns. This position analyzes best practices, methods and techniques regarding the creation and dissemination of variety of public information messaging


• Analyzes qualitative and quantitative data to evaluate program effectiveness, monitor progress toward strategic goals, and inform recommendations to executive leadership. This position manages special projects, contracts, and interagency initiatives and works collaboratively with agencies, vendors, and stakeholders to advance Administration priorities


• Hires and supervises professional staff and develops an effective organizational structure and staffing pattern to address anticipated workload increases

This position is eligible for telework. This is subject to change as necessitated by operations and customer focused demands.

Minimum Qualifications

Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of administrative or professional experience, including three years at a supervisory or managerial level.

A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.

Desired Or Preferred Qualifications

The ideal candidate should possess:

• Experience in strategic communications, public administration, public health, behavioral health, public policy, or a related field, with demonstrated success leading complex, organization-wide initiatives


• Experience managing public awareness campaigns, contracts, budgets, and staff; developing executive-level communications and briefing materials; coordinating cross-sector partnerships; and analyzing data to inform strategic decision-making


• Experience working with state government, behavioral health systems, or public health programs


• Strong project management, stakeholder engagement, and supervisory skills
