Qualifications

• Bachelor’s degree or equivalent combination of education and experience.
• 5+ years managing complex proposals, bids, or capital projects.
• Ownership of a project or proposal budget with accountability for the outcome.
• Ability to say no and hold deadlines against pressure from multiple teams.
• Excel proficiency and ability to read a layout, manifest, and estimate.

Responsibilities

• Review incoming RFPs, contracts, and statements of work for risk before pursuit.
• Decide when opportunities enter the department and prioritize against work in flight.
• Own the proposal budget, baseline schedules, and workload planning.
• Own specification compliance grid and ensure answers meet asks.
• Document bid strategy, run risk assessments, and manage quality checks.
