Job summary

RTX is seeking a Compliance Purchasing Specialist to support procurement with adherence to company policies and government regulations. This onsite role requires coordinating with multiple teams to ensure compliant estimates and timely proposal delivery within a classified environment.

The candidate must possess an active DoD secret clearance, U.S. citizenship, and a strong background in cost estimating and procurement for government contracts.

Qualifications

  • Bachelor’s degree with 10+ years of relevant experience (project/program/proposal management, cost estimating, logistics, or related) OR an advanced degree and 7+ years of relevant experience.
  • Active Government Security Clearance prior to start date.
  • U.S. Citizenship required as only Citizens are able to hold and maintain a Security Clearance.

Responsibilities

  • Independently coordinate, lead, and develop comprehensive, compliant Basis of Estimates (BOEs) for all classified proposals.
  • Manage proposal strategy, planning, schedules, and internal reviews.
  • Validate, analyze, and challenge SME inputs and actuals to ensure accuracy, consistency, and defensible compliant estimating methodologies.
  • Coordinate cross‑functional teams including the BAT, PMO, Pricing, Contracts, and SMEs.
  • Lead responses to RFIs and fact‑finding; prepare negotiation support materials.
  • Manage sweep BOEs and associated activities through contract award.
  • Ensure proposal documentation meets audit, compliance, and customer requirements.
  • Identify and implement improvements to the Business Acquisition Process (BAP) within the classified space.
  • Provide guidance and mentoring to junior proposal or estimating personnel as well as SME population in estimation quality and compliance as needed.

We are looking for a Compliance Purchasing Specialist to support our purchasing and procurement processes while ensuring everything meets company policies and government regulations. What You Will Do:

  • Proficiency with SAP, ProPricer, and Microsoft Excel.
  • Strong analytical, organizational, and communication skills.
  • Demonstrated ability to lead by influence and operate independently.
  • Ability to manage multiple priorities in a fast‑paced, classified environment.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
