Job summary

State of North Carolina - Revenue seeks a Manager Property Tax in the Local Government Division to lead the Personal Property Unit and direct staff, ensuring accurate assessments and timely updates to required schedules and manuals.

You will teach property tax courses and workshops, oversee the VTS program and its budget, and coordinate education calendars for assessors across counties.

Qualifications

• Extensive knowledge and experience in property tax assessment.
• Experience administering statutes within the machinery act.
• Excellent oral and written communication skills.
• Bachelor’s degree and five years of related experience in tax accounting and auditing, with supervisory responsibility.

Responsibilities

• Head the Personal Property Section and supervise staff in that unit.
• Ensure Cost Index, Depreciation Schedules, and Billboard manual are updated annually and shared with counties.
• Teach Personal Property courses, auditing workshops, Billboard workshops, and VTS workshops.
• Oversee the VTS program (Tag and Tax) and the budget for the VTS.
• Serve as head of Change Control Board when directed by Local Government Director.
• Coordinate continuing education cycles and assessor exams; develop the education calendar.
