Job summary

Qualus is seeking a PMO Property and Right of Way Project Manager in our Program Management department to oversee real property and ROW activities for capital projects, operations, and external customer requirements.

This role leads acquisition documentation, landowner coordination, and easement support, ensuring property rights are identified, budgeted, scheduled and documented in line with company standards.

Qualifications

• Bachelor’s degree in a related field or equivalent experience.
• Minimum 5 years in ROW, real estate acquisition, property management or related field.
• Knowledge of easements, deeds, title review, legal descriptions and property records.
• Ability to negotiate with landowners, agencies and contractors.
• Strong written and verbal communication skills.

Responsibilities

• Manage property and ROW activities supporting capital projects and maintenance.
• Lead acquisition of easements, fee property, access rights, licenses, and related agreements.
• Support planning, routing, permitting, condemnation, and construction phases.
• Provide budget estimates, durations, dependencies, and schedule inputs.
• Coordinate with stakeholders to align ROW activities with design and operations.
• Prepare and maintain property and ROW documents and records.
• Negotiate terms with landowners and third parties.
• Oversee ROW contractors and consultants as needed.
• Maintain compliance with stipulations and post-construction restoration.
