Job summary

Qualus seeks a PMO Property and Right of Way Project Manager to lead real property and ROW activities for capital projects, operations, and external requirements. You will oversee acquisition, easements, licenses, and related documentation while coordinating with project teams and stakeholders.

Responsibilities include planning, budgeting, scheduling, and negotiation with landowners, agencies and contractors.

Qualifications

• Bachelor’s degree or equivalent in a related field and relevant professional experience.
• Minimum of five years in right-of-way, real estate acquisition or related fields.
• Working knowledge of utility easements, deeds, title reviews and land records.
• Knowledge of utility ROWs, access requirements and project risks.
• Ability to negotiate with landowners, agencies, contractors and stakeholders.
• Ability to analyze title, land rights and project information to support delivery.
• Ability to coordinate cross-functional project teams and support outcomes.
• Strong written and verbal communication skills with stakeholders.
• Proficiency with Microsoft Office and company systems.

Responsibilities

• Manage property and ROW activities supporting capital projects and operations.
• Lead acquisition and administration of easements, fee property and licenses.
• Support projects through planning, routing, permitting and condemnation phases.
• Provide budget estimates, durations, dependencies and schedule inputs.
• Coordinate with project managers and internal stakeholders to align activities.
• Research title ownership, land rights, boundaries and exhibits.
• Coordinate with survey and design teams to establish ownership and easement locations.
• Prepare and maintain property and ROW documents including exhibit and letters.
• Negotiate terms with landowners and third parties to support execution.
• Oversee ROW contractors and consultants to meet standards and schedules.
• Monitor landowner communications and address access and construction concerns.
• Track stipulations and restoration obligations post-construction.
