Job summary

Insight Global is seeking a PMO Property and ROW Project Manager in Oregon to lead property rights work for capital projects, maintenance, and customer-driven initiatives. You will oversee easement acquisition, landowner coordination, title and property research, permitting support, and contractor oversight from planning through construction.

You will collaborate with project managers, consultants, landowners, agencies, and internal stakeholders to ensure property rights are identified,

Qualifications

  • Bachelor's degree in related field or equivalent experience.
  • 5+ years in ROW, real estate, property management, land services, permitting, utility project delivery, or related field.
  • Knowledge of easements, deeds, title review, legal descriptions, property records, landowner agreements, and real estate documentation.
  • Experience negotiating with landowners, agencies, contractors, consultants, and other stakeholders.
  • Proficiency with Microsoft Office and mapping, document management, or project tracking systems.

Job description

An Oregon-based utility is hiring for a PMO Property and Right of Way (ROW) Project Manager to support capital projects, maintenance initiatives, and customer-driven projects that impact property rights and land access. This role is responsible for managing property and ROW activities from project planning through construction, including easement acquisition, landowner coordination, title and property research, permitting support, and contractor oversight. The Project Manager will work closely with project managers, consultants, landowners, government agencies, and internal stakeholders to ensure property rights are identified, acquired, documented, and maintained on schedule and within project requirements. The position also supports negotiations, landowner communications, construction coordination, and the management of property records and agreements needed for utility infrastructure projects.

Must Haves
  • Bachelor's degree in Business, Real Estate, Land Use Planning, Construction Management, Engineering, Public Administration, or a related field (or equivalent combination of education and experience).
  • Minimum 5+ years of experience in right-of-way, real estate acquisition, property management, land services, permitting, utility project delivery, or a related field.
  • Working knowledge of easements, deeds, title review, legal descriptions, property records, landowner agreements, and real estate documentation.
  • Experience negotiating with landowners, agencies, contractors, consultants, and other stakeholders.
  • Proficiency with Microsoft Office and experience using mapping, document management, or project tracking systems.
Nice to Haves
  • Experience supporting electric utility transmission, distribution, generation, telecommunications, or other linear infrastructure projects.
  • Experience managing ROW consultants, acquisition contractors, appraisers, surveyors, or outside service providers.
  • Knowledge of condemnation, eminent domain, mediation, or complex property dispute resolution processes.
  • Professional certifications such as SR/WA, RWA, PMP, real estate license, or similar credentials.
