Qualifications

Responsibilities

  • Administers the rental inspection program.
  • Conducts physical inspections of rental units within the program.
  • Prepares and maintains detailed records documenting inspections.
  • Assists the public with general inquiries and inspection-related matters.
  • Coordinates with property managers and owners to ensure compliance with the property maintenance code.
  • Tracks unit status in the program, including entries and exits.
  • Assists in proactive zoning enforcement within the inspection area.
  • Follows up on field-identified issues and citizen complaints.
  • Coordinates responses with Building Official, Zoning Administrator, other staff and Town Attorney.
  • Provides coverage for zoning and nuisance code enforcement as needed.
  • Engages in public education and outreach with managers, owners, students and citizens.
  • Administers elevator inspection oversight and documentation.
  • Maintains knowledge of state program regulations and participates in state-level changes.

Job description

Performs intermediate technical work administering the Town's rental housing inspection program and working with property owners to ensure compliance with local ordinances, and related work as apparent or assigned. Work is performed under the moderate supervision of the Code Compliance Coordinator.

The set starting range of pay for this position is $45,330.00 to $47,161.00 annually.

  • Administers the rental inspection program.
  • Conducts physical inspections of rental units in the rental inspection program.
  • Prepares and maintains detailed and accurate division records sufficient to document that all aspects of the required inspections have occurred.
  • Assists the public with general inquiries and with matters pertaining to specific inspections.
  • Coordinates with property managers and owners to ensure compliance with all criteria in the property maintenance code and issues approval certificates.
  • Tracks when the status of residential units in the program changes, including units coming into or exiting the program.
  • Assists in proactive Zoning code enforcement in the rental program area being inspected that year.
  • Proactively follows up on field-identified issues and responds to citizen complaints related to property maintenance and code enforcement, including nuisance and zoning code complaints.
  • Coordinates responses to proactive cases and complaints with the Building Official, Zoning Administrator, other code enforcement staff, and the Town Attorney as needed.
  • Provides coverage as directed for zoning and nuisance code enforcement as needed.
  • Engages in public education and outreach efforts with property managers, owners, students, and citizens.
  • Administers elevator inspection oversight and documentation.
  • Maintains knowledge of state program regulations and participates if any changes are proposed at the state level.
  • Thorough knowledge of property maintenance.
  • Knowledge of materials, methods, and stages of construction needed to ensure compliance with property maintenance code.
  • General knowledge of state health, building, and related codes, laws, and ordinances.
  • General knowledge of zoning and sound engineering practices in regard to housing, building, fire inspections, plumbing, electrical, and mechanical trades.
  • Thorough knowledge of computers and programs.
  • Ability to design programs and program changes for accurate keeping of records.
  • Ability to read and interpret plans.
  • Ability to deal tactfully yet firmly with the public.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with coworkers, other departments, and the general public
Education and Experience

High school diploma or GED and five to seven years of experience working in the construction industry, or equivalent combination of education and experience.

Special Requirements
  • Maintenance Official certification within one year.
  • Certified Zoning Official certification may be required within two years.
  • Valid driver's license with a satisfactory driving record.
  • This work requires the occasional exertion of up to 10 pounds of force.
  • Work regularly requires standing, walking, speaking or hearing, using hands to finger, handle, or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, and repetitive motions.
  • Frequently requires sitting and occasionally requires climbing or balancing, tasting or smelling, pushing or pulling, and lifting.
  • Work requires close vision, the ability to adjust focus, depth perception, and peripheral vision.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment, and observing general surroundings and activities.
  • Work regularly requires exposure to outdoor weather conditions and exposure to the risk of electrical shock, frequently requires exposure to wet, humid conditions (non-weather) and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment, Asbestos and Lead.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic)
