Job summary

The Town of Vernon is seeking a Code Enforcement professional to enforce Town Property Maintenance codes and lead the enforcement team. You will investigate blight, patrol neighborhoods, and issue notices, coordinating with multiple departments to protect public safety.

You will prepare reports for the Building Official and Planning & Zoning staff, maintain compliance, and respond to emergencies when required. Strong communication and planning skills are essential.

Qualifications

  • Bachelor's degree in public safety, construction management, or a related field with five years of code enforcement experience
  • Or an equivalent combination of education and experience
  • Valid driver’s license and CAZEO & DEEP Inland Wetlands certification

Responsibilities

  • Enforce and administer Town Property Maintenance codes for blight and safety.

Job description

General Statement of Duties

This is a responsible position, enforcing and administering the provisions of the Town Property Maintenance codes related to blight as it relates to public safety; coordinates and administers Code Enforcement team meetings and activities. Works with other Town Departments and key stakeholders as deemed appropriate.

Supervision Received

Works under the direction of the Building Official and reports accomplished work.

Supervision Exercised

General supervision of clerical support staff assigned to work in property maintenance.

Essential Job Functions

Enforces and administers provisions of the Town Property Maintenance codes, including but not limited to: unregistered vehicles, overgrown grass and weeds, snow removal, and littering of private property; follows up on cases of blight by responding to complaints, performing site inspections, prepares and issues violation notices and follows up through adjudication of complaints. Proactively seeks out neglected properties by patrolling town streets and neighborhoods. Proactively seeks out property owners of neglected properties through research and investigation. Works closely with other public and private enforcement agencies and departments. Provides statistical reports to the Building Official and Planning & Zoning Specialist. Regular and punctual attendance. Performs administrative duties and field inspections relating to environmental planning, wetlands compliance and enforcement.

Other Job Functions

Makes recommendations on improving Property Maintenance codes and blight enforcement system; performs related work as required. Tracks complaints using available software. Issues citations through a ticketing system. Responds to emergencies, as needed. May be called in to work at the Town's Emergency Operations Center (EOC). Other duties as required.

Work is performed mostly in outdoor and automobile patrol settings. Outdoor work is required in the inspection of various developments, construction sites, commercial areas, residential neighborhoods, and village centers. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. Some office work is required including filing, reporting, writing letters, making phone calls, corresponding via e-mail and meeting with complainants, property owners, and violators.

While performing the duties of this job, the employee is frequently required to climb, balance, walk, stand, reach with hands and arms, use hands to finger, handle, feel or operate objects, tools or controls, talk and hear. The employee is occasionally required to stoop or kneel.

The employee must occasionally lift or move up to 25 pounds.Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.

While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving traffic, may need to access remote places and is occasionally exposed to cold, hot, wet or humid conditions or airborne particles. The employee may be exposed to stressful situations related to administering and investigating code enforcement and public contact.

The noise level in the work environment is usually quiet in the office and moderate to loud in the field.

MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required

Considerable knowledge of municipal code enforcement activities and a general understanding of state/federal regulations and standards as they apply to commercial and residential property maintenance; knowledge of the materials methods and techniques used in building construction; ability to recognize housing and property code violations and hazardous conditions created by deterioration ability to read and interpret rough and finished construction plans and specifications; ability to establish and maintain effective working relationships with staff personnel, tenants, property owners, and the general public; ability to express oneself clearly and concisely, orally and in writing; ability to use initiative, tact and judgment in carrying out assignments and engaging in situations which can be contentious and stressful; knowledge of code compliance methods. Ability to acquire a working knowledge of current State Statues, State DEEP Regulations and Town of Vernon Regulations concerning Inland Wetlands and Watercourses.

Experience & Training

Bachelor's degree in public safety, construction management, or a related field and five (5) years of experience in municipal or private practice in the field of code enforcement; or successful completion of a two (2) year college program in a relevant field and seven (7) years of relevant experience. Any equivalent combination of education or experience.

License or Certificate

Must possess and maintain a valid drivers' license. Ability to obtain and maintain Connecticut Association of Zoning Enforcement Officials (CAZEO) certificate andacquireDEEP Inland Wetlands certification.
