Job summary

City of Battle Creek's Community Services Department seeks a skilled supervisor to plan, manage and supervise housing and property maintenance code enforcement, inspections, and related reports under the Community Services Director.

Requires a Bachelor's degree in public/business administration or urban planning, 3–5 years in enforcement and staff oversight, budget experience, and strong public communication to coordinate with residents, neighborhood groups and other city departments.

Responsibilities

  • Manages and oversees employees enforcing Property Maintenance Code Chapter 1450, Rental Housing Ordinance Chapter 842, and Hotel, Motel, and Tourist Homes Chapter 818 including inspections and permitting; and Vacant or Abandoned Structures Ordinance Chapter 1456; maintains support documentation for all division activity; advises and assists in the preparation of resolutions and ordinances pertaining to code activities.
  • Oversees a comprehensive rental inspection and permitting program designed to increase accountability around rental property and ensure safe and sanitary housing conditions for renters.
  • Participates in the preparation and presentation of comprehensive reports based upon careful research and data collection of neighborhood enforcement activities, vacant and abandoned and dangerous buildings and rental housing; analyzes, prepares, and presents reports for Board of Appeals hearings.
  • Provides and maintains positive customer service, responds to inquiries, and resolves problems; works with residents and neighborhood groups; coordinates city departments and community organization activities to accomplish common goals as they relate to neighborhood conditions; supports citywide performance evaluation system through collecting, analyzing and reporting performance data based on citizen outcome expectations.
  • Responsible for the development, implementation, monitoring, and reporting of division programs and projects to include budget management and staff requirements for code activity; monitors, evaluates and recommends division mission direction and accomplishments.
  • Supervises work of code compliance officers to include organizing staff deployment, work assignments, and overseeing the completion of enforcement action.

Job description

Performs difficult skilled technical work planning, managing, and supervising housing and property maintenance code, ordinance inspections and enforcement activities, investigating complaints, preparing and maintaining reports; related work as apparent or assigned. Work is performed under the general direction of the Community Services Director. Supervision is exercised over all personnel within the division.

  • Bachelor's degree from an accredited college or university with concentration in public or business administration, urban planning, or related field.
  • 3-5 years experience managing ordinance/inspection enforcement activities and staff, with knowledge of state codes and local ordinances, HUD guidelines, inspections and enforcement procedures relating to building and environmental concerns.
  • Demonstrated experience in financial management techniques and procedures, including preparation and execution of budget oversight.
  • Ability to communicate effectively with the public and to satisfactorily resolve conflicts of service complaints; the ability to maintain tact and diplomacy in working with the public.
  • Ability to establish and maintain excellent relations with department and City staff as well as business owners, landlords, residents, and the general public through a high level of public contact.
  • 3-5 years experience working with residents and neighborhood groups to solicit input, resolve problems and maintain positive customer relations.

This work is sedentary and requires little to no exertion of force; work regularly requires sitting, bending, reaching, hand dexterity (grasping, holding, keyboarding, repetitive movements), reading, writing, eye-hand coordination, seeing (near and/or far, color, depth, field of vision), hearing, using the telephone, contact with government officials and the general public, working overtime, and working inside and alone. Work occasionally requires wet, humid conditions (non weather) and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
