Job summary

People, Technology & Processes, LLC is seeking a Junior Level Property Management Logistician to support NSWC property accountability on Oahu, Hawaii. You will assist with APSR data, DPAS modules, and asset audits, while coordinating with the N41 Branch and N4 Command Property.

Responsibilities include preparing inventory plans, SOP development, and hands-on training for APSR users, with opportunities to work across FleetFocus, COLTS, and other systems.

Qualifications

• Two (2) years’ experience providing logistics support to users of major government systems and/or logistics operations.
• One (1) year experience on the deployment, use, and training with APSR peripheral equipment such as handheld terminals (HHTs), tethered scanners, signature pads, and specific label printers, or similar AIT equipment.
• One (1) year experience with accountable property cataloging actions with expertise in all features, functions, and capabilities within Web Federal Logistics Information System (WebFLIS), SOCOM Catalog Request Module (SOCM), Equipment Management Interface (EMI), and Federal Logistics Data (FED LOG)
• One (1) year experience with executing requisitions and troubleshooting challenges within government Logistics IT systems for both Major Force Program 2 (MFP-2) and Major Force Program 11 (MFP-11) equipment, material, and supplies.
• One (1) year experience with managing and implementing the unique requirements encompassing the accountability of Operating Materials & Supplies (OM&S) to include such items as inventory for resale, spare and repair parts, and clothing and textiles.
• One (1) year experience with managing and implementing the unique requirements encompassing the accountability of General Equipment (GE).
• One (1) year experience using DPAS to support data calls and developing reports and dashboards metrics concerning property management.
• One (1) year experience with all features, functions, and capabilities contained within the DPAS Warehouse Management Module (DPAS WM) to include facilitating training events capturing the ‘how to’ process for each piece of DPAS WM functionality and how that correlates to the policy and guidance set forth in current NSWC and SOCOM instructions.
• One (1) year experience with features, functions, and capabilities contained within the DPAS Property Accountability Module (DPAS PA) to include facilitating training events capturing the ‘how to’ process for each piece of DPAS PA functionality and how that correlates to the policy and guidance set forth in current NSWC and SOCOM instructions.
• One (1) year experience complying with the following accountable property guidance and/or instructions; CNSWCINST 4460.1F, CNSWCINST 5200.45, SOCOM Directive 700-2, SOCOM Directive 700-3.

Responsibilities

• Assist Accountable Property Officers and Responsible Officers in monthly, quarterly, yearly, and spot inventory plans as directed by N41 Command Property Branch.
• Collaborate with command assigned N4 Command Property.
• Identify assets meeting Accountable Property criteria across the command.
• Define and document property management processes and audit requirements.
• Assist in implementing Force-wide property policies and local procedures.
• Create local SOPs to align with NSWC policies.
• Provide SME input on APSR/DAPRS data and assist with data extraction into formats like EXCEL, Word, and Power BI.
• Conduct causative research on misplaced property and APSR data discrepancies.
• May involve physical inventories, research through APSR, paper records, and transfer documentation verification.
• Verify APSR transactions (DPAS-PA, DPAS-WM, DPAS-WMA, DPAS-ICP) for receipt, stowage, issue, transfers, and disposals.
• Understand NSWC non-APSR systems like FleetFocus, COLTS, and NTCSS for property accountability.
• Assist in transitioning data into/out of the APSR from FleetFocus, COLTS, and DPAS.
• Assist in deploying the APSR and establishing a local property management program at new NSWC activities.
• Plan storage location/layout, inventory cataloging, location marking, and item marking with barcode labels.
• Research and establish APSR Stock Cards, NICs, and Size Categories for NSWC forcewide.
• Vet DPAS SAAR packages for NSWC N41.
• Support Echelon III with historical archives research.
• Bi-annual NSWC DPAS catalog review for inconsistencies.
• Provide regular classroom and on-the-job training on APSR usage.
• Deliver OJT training in APSR transactions, reporting, and database queries.
