Job summary

People Technology And Processes is seeking a Junior Level Property Management Logistician to support accountability and inventory for NSWC property across multiple systems. The role involves coordinating inventories, defining procedures, and assisting in the deployment of APSR with data extraction and reporting using Excel and Power BI.

You will train users, conduct data verification, and help maintain DPAS modules and related catalogs in a fast‑paced government environment in Pearl Harbor, HI.

Qualifications

• Two (2) years’ experience providing logistics support to users of major government systems and/or logistics operations.
• One (1) year experience with APSR peripheral equipment such as handheld terminals (HHTs), tethered scanners, signature pads, and specific label printers, or similar AIT equipment.
• One (1) year experience with accountable property cataloging actions with expertise in all features, functions, and capabilities within Web Federal Logistics Information System (WebFLIS), SOCOM Catalog Request Module (SOCM), Equipment Management Interface (EMI), and Federal Logistics Data (FED LOG).
• One (1) year experience with executing requisitions and troubleshooting challenges within government Logistics IT systems for both Major Force Program 2 (MFP‑2) and Major Force Program 11 (MFP‑11) equipment, material, and supplies.
• One (1) year experience with managing and implementing the unique requirements encompassing the accountability of Operating Materials & Supplies (OM&S) to include such items as inventory for resale, spare and repair parts, and clothing and textiles.
• One (1) year experience with managing and implementing the unique requirements encompassing the accountability of General Equipment (GE).
• One (1) year experience using DPAS to support data calls and developing reports and dashboards metrics concerning property management.
• One (1) year experience with all features, functions, and capabilities contained within the DPAS Warehouse Management Module (DPAS WM) to include facilitating training events capturing the ‘how to’ process for each piece of DPAS WM functionality and how that correlates to the policy and guidance set forth in current NSWC and SOCOM instructions.
• One (1) year experience with features, functions, and capabilities contained within the DPAS Property Accountability Module (DPAS PA) to include facilitating training events capturing the ‘how to’ process for each piece of DPAS PA functionality and how that correlates to the policy and guidance set forth in current NSWC and SOCOM instructions.
• One (1) year experience complying with the following accountable property guidance and/or instructions; CNSWCINST 4460.1F, CNSWCINST 5200.45, SOCOM Directive 700‑2, SOCOM Directive 700‑3.

Responsibilities

• Assist in establishing and executing inventory plans per guidance.
• Collaborate with command assigned N4 Command Property Branch to identify assets meeting criteria.
• Define and document property management processes and audit requirements for DoD/OCOM/Navy/NSWC.
• Assist implementation of force-wide property policies and local procedures for compliance.
• Assist Accountable Property Officers in creating SOPs to align with NSWC policies.
• Provide SME on APSR/DPAS and assist data extractions to editable formats like Excel, Word, and Power BI.
• Assist in causative research on misplaced property and APSR data discrepancies (inventory, APSR records, transfer documents).
• Verify accuracy of APSR transactions in DPAS‑PA, DPAS‑WM, DPAS‑WMA, DPAS‑ICP.
• Understand NSWC non‑APSR systems (FleetFocus, COLTS, NTCSS) for property accountability.
• Assist transition of data into/out of APSR from FleetFocus/COLTS/DPAS for NSWC activities.
• Assist deployment of APSR and establish local property management program for new NSWC activities.
• Research APSR Stock Cards, NICs, and Size Categories for NSWC.
• Vet/process/submit DPAS SAAR packages for NSWC N41.
• Support Echelon III command with historical archives research.
• Bi‑annual NSWC DPAS catalog review for inconsistencies.
• Provide classroom and on‑the‑job training on APSR usage and reporting.
• Conduct OJT sessions in working space to teach APSR transactions and reports.
