Job description

We are seeking an experienced Property Development Manager to oversee the development and construction of convenience store locations from site acquisition through permitting, construction, and project completion. This role will coordinate architects, engineers, contractors, municipalities, vendors, and internal stakeholders to ensure projects are delivered on time, within budget, and in accordance with company standards.

The ideal candidate is highly organized, knowledgeable about commercial development and permitting, and capable of managing multiple projects simultaneously.

Key Responsibilities

• Manage the development process for new convenience store locations, remodels, expansions, and related property improvements.
• Coordinate the permit process with municipalities, counties, and other regulatory agencies, including zoning, building, fire, signage, environmental, and utility approvals.
• Review site plans, architectural drawings, engineering plans, and construction documents for completeness and compliance.
• Manage architects, engineers, consultants, permitting expeditors, contractors, and other third-party professionals.
• Develop and maintain detailed project schedules from pre-construction through final completion and opening.
• Coordinate construction start dates, inspections, utility connections, deliveries, and project closeout.
• Obtain and track all required permits, approvals, licenses, and inspections.
• Identify potential permitting, construction, scheduling, and site-development issues and develop solutions to keep projects moving.
• Solicit and review contractor bids and assist with contractor selection and negotiations.
• Monitor construction progress, budgets, change orders, and project milestones.
• Conduct regular job-site visits to verify progress, quality, safety, and adherence to approved plans.
• Coordinate with Operations, Real Estate, Finance, Procurement, and other internal departments to ensure projects meet business requirements.
• Maintain accurate project documentation, schedules, budgets, permits, contracts, and closeout records.
• Coordinate punch-list completion, final inspections, certificates of occupancy, and turnover of completed locations to Operations.
• Provide regular project status updates, including schedule, budget, permitting, risks, and critical action items.

Qualifications

• 5+ years of experience in commercial property development, construction management, project management, or a related field.
• Experience with retail, convenience stores, gas stations, restaurants, or other multi-site commercial development strongly preferred.
• Strong understanding of municipal permitting, zoning, inspections, and commercial construction processes.
• Experience managing architects, engineers, general contractors, and other consultants.
• Ability to read and interpret construction drawings, site plans, specifications, and schedules.
• Strong project scheduling, organizational, and problem-solving skills.
• Excellent communication and negotiation abilities.
• Ability to manage multiple projects and deadlines simultaneously.
• Proficiency with Microsoft Office and project-management/scheduling software.
• Willingness to travel to active project sites as needed.
