Job summary

City of New York seeks an Administrative Director of Social Services NM I to manage and coordinate rehabilitation programs across CAS, reporting to the Assistant Deputy Commissioner. The role oversees social workers, advances service integration, and aligns rehabilitation services with ORS objectives.

You will collaborate with internal units and partners to enhance client pathways, supervise staff, and ensure timely reporting and policy adherence, with a flexible 9–5 schedule.

Qualifications

• Bachelor’s degree and four years of progressively responsible experience, including one year at an administrative or managerial level in a large governmental agency or similar organization.
• Equivalency accepted if a bachelor’s degree is earned and the required managerial experience is met.

• Administer, coordinate, and support rehabilitation services across CAS programs, ensuring comprehensive service delivery.
• Supervise CAS Social Workers and provide oversight for field work including site visits to HR A and vendor locations.

Customized Assistance Services (CAS) helps Human Resources Administration (I-IRA) clients with health and/or mental challenges achieve the highest level of function and self-sufficiency by providing integrated clinical, vocational, and support services. CAS collaborates with governmental and non-governmental service providers to create and refine programs to maximize client outcomes.

CAS manages contracts that serve individuals and families with medical, mental health. and/or substance abuse disorders. CAS programs provide clinically focused case management and utilize sophisticated clinical tracking and reporting systems. The Project Manager, within Substance Use policy, Planning & Monitoring (SUPPM). will administer. coordinate, and monitor the Ollice of Rehabilitation Services (ORS) Programs, which provide for the delivery of comprehensive services for all populations designated by HRA.

Program Description

Under the direction of the Assistant Deputy Commissioner, with the Office of Rehabilitation Services, the Project Manager, Substance Use Policy, Planning & Monitoring (SUPPM) will work across CAS programs to facilitate the integration of rehabilitation services into client pathways. ensuring alignment with program goals and client outcomes. This role includes overseeing CAS Social Workers, promoting services coordination, and enhancing the delivery of comprehensive services for vulnerable populations.

CAS is recruiting to hire one (1) Administrative Director of Social Services NM I to function as Program Manager, (SUPPM) who will:

Specific Duties and Responsibilities

• Administer, coordinate, and support rehabilitation services among CAS program, including Substance Use Centralized Assessment Program (SUCAP). Wellness Comprehensive Assessment Rehabilitation and Employment (WeCARE), Office of Reasonable Accommodations (ORA), and other HRA initiatives, ensuring the delivery of' comprehensive services to special populations designated by HRA (individuals with substance use disorders, recurring homelessness, or severe medical. mental, or behavioral health conditions).
• Supervise CAS Social Workers, providing oversight, support, and proti2ssional development to ensure staff effectively deliver services, conduct psychosocial assessments, and make appropriate referrals. Provide oversight towards field work performed by staff, which will include site visits to HR A and vendor locations.
• Collaborate with the Office of Business Strategies and Solutions (OBSS) to strength client workflows. improve care coordination and integrate rehabilitation-focused approaches into CAS systems that support ORS service delivery.
• Engage with internal and external stakeholders. including HRA divisions. CAS leadership. and partner organizations, to strength cross-agency collaboration, address service gaps, and implement solutions for efficient program delivery.
• Design, implement, and maintain policies and procedures, to enhance service coordination, streamline program operations. and ensure efficient delivery of client services.
• Produce reports and analyze program performance, identifying trends, gaps, and opportunities for service enhancement.
• Perform additional duties as assigned by CAS senior leadership, including special projects, supporting cross-agency initiatives, and conducting staff training.

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
