Job summary

Dynamic Systems Technology, Inc. (DysTech) seeks an experienced Project Manager to lead Army Community Service support operations at Fort Bliss.

You will supervise a multidisciplinary team, manage daily contract execution, staffing, and reporting, and ensure compliance with Government requirements. You will coordinate with Government program managers and stakeholders, monitor performance, and prepare monthly documentation while addressing issues promptly.

Qualifications

  • Bachelor's degree in social work, psychology, counseling or behavioral science, sociology, education, community or public health, business management, human resources, criminal justice, or a related field identified by the contract.
  • At least five years of management and personnel-supervision experience.
  • At least one year of experience working in a Military Family Support Center or a civilian social-service organization serving military Families.
  • Strong analytical, organizational, time-management, and independent decision-making skills.
  • Ability to communicate effectively with military personnel, Government employees, community partners, and employees at all levels.
  • Proficiency with Microsoft Office and experience preparing reports, presentations, and program documentation.
  • Valid, unrestricted driver's license.
  • Ability to successfully complete Government-required background, credentialing, installation-access, and system-access processes.

  • Address employee, customer-service, and performance issues promptly and professionally.
  • Support program assessments, working meetings, operational planning, and implementation of new or revised activities.

About the Program

Dynamic Systems Technology, Inc. (DysTech) is seeking an experienced Project Manager to lead Army Community Service support operations at Fort Bliss. The program provides education, administrative support, and community-based services that help Soldiers and their Families navigate military life, strengthen family readiness, and access critical resources.The Fort Bliss team supports multiple ACS programs, including the Family Advocacy Program, Relocation Readiness, Employment Readiness, Financial Readiness, Army Family Team Building, Mobilization and Deployment, Exceptional Family Member Program, and Information and Referral.

About the Role

As the Fort Bliss Project Manager, you will provide onsite leadership for a multidisciplinary team of educators and administrative professionals supporting ACS programs across the installation. You will be responsible for daily contract execution, employee supervision, staffing, quality control, reporting, and compliance with Government requirements.

Key Responsibilities

Tasks include but are not limited to:

Preferred Qualifications
  • Previous military experience or experience supporting military Family programs.
  • Experience managing an Army Community Service, Family Advocacy, relocation, employment, financial-readiness, or similar human-services program.
  • Experience with non-clinical case management or community-based social services.
  • Experience leading an onsite team under a federal Government contract.
  • Familiarity with Army programs, military protocol, quality-control requirements, and Government reporting.
Work Location and Schedule

This position is based onsite at Fort Bliss in El Paso, Texas. Regular operating hours are Monday through Friday, generally between 8:00 a.m. and 5:00 p.m. The Project Manager must maintain a consistent onsite presence and remain flexible when mission requirements require support outside normal business hours.
