Job Summary:
The Project Manager Level 4 will oversee the design, configuration, staff training, and implementation of the Virginia Board of Accountancy's replacement licensing and management system. This part-time role (20 hours per week) requires hybrid work with mandatory in-person interviews and on-site presence once a week. The manager will lead project phases, manage vendors, ensure adherence to timelines and budgets, and coordinate change management efforts in compliance with Virginia Information Technology Agency (VITA) standards.
Responsibilities:
- Lead process mapping and requirements gathering with team members.
- Serve as the day-to-day point of contact for the project.
- Oversee system implementation phases including user acceptance testing and deployment certification.
- Manage change management and overall vendor relationships.
- Track project schedules, budgets, and status reports for executive management and the board.
- Coordinate project team members and assign individual responsibilities.
- Ensure compliance with Commonwealth of Virginia IT policies and VITA requirements.
- Drive adoption of new systems and methodologies within the organization.
Required Skills & Certifications:
- Active Project Management Professional (PMP) certification from PMI.
- Minimum 10 years of experience in project management with strong leadership skills.
- Expertise in managing cloud-hosted SaaS implementation projects.
- Proven ability in analytical problem solving and organizational management.
- Deep knowledge of Agile and Waterfall project management methodologies.
- Extensive experience in requirements management and vendor management.
- Experience working with Commonwealth of Virginia agencies and knowledge of related policies and standards.
Preferred Skills & Certifications:
- Experience with Platform as a Service (PaaS) implementations.
- Strong communication skills and demonstrated success in effective team building.
Special Considerations:
- Candidate must reside physically within the United States for the duration of the assignment.
- In-person interviews are mandatory; no remote interviews allowed.
- On-site work is required once per week without exception.
- Strict adherence to Commonwealth of Virginia security policies prohibiting offshore contractors.
- Part-time engagement limited to 20 hours per week and a maximum of 640 total hours (approximately 8 months).
Scheduling:
- Part-time schedule of 20 hours per week.
- Hybrid work arrangement with at least one day on-site weekly.
- Assignment duration from August 3, 2026, through March 19, 2027.
