The City of Virginia Beach is recruiting for a Project Manager for Stormwater Management Regulatory to join Public Works Engineering to support implementation of the City’s Capital Improvement Program projects for the Transportation, Flood Protection, Coastal, and Water Quality programs. Public Works Engineering implements a $1.3 billion 6-year Capital Improvement Program. The position may be classified as an Engineer or Project Manager depending on qualifications, licensure and professional experience of the selected applicant. **
The selected candidate will be part of a team of talented staff working in the Stormwater Management Regulatory Division. This division is responsible for implementation of the Erosion and Stormwater Management program, various programs in support of stormwater pollution prevention through the City’s Municipal Separate Storm Sewer System (MS4) permit, and support for the City’s stormwater utility fee. The candidate will perform a variety of duties and the candidate must be motivated and organized.

In addition to the minimum requirements, the ideal candidate for this position will have experience listed in the preference below. The selected candidate is required to obtain the Virginia DEQ Erosion and Stormwater Plan Reviewer Certifications within the first year of employment. Candidates with the preferred experience should ensure the information is provided in the application.
**The classification determination will be based on the following criteria:
Engineer Classification: This classification applies if the selected candidate meets the Engineering requirements, including an engineering degree from an ABET-accredited university, professional engineering experience, as well as an Engineer-in-Training (E.I.T) or Professional Engineer (P.E.) licensure.
Project Manager Classification: This classification applies if the selected candidate fulfills the Project Manager requirements, which includes progressive professional project management experience, and for the Project Manager II level, possession of a Project Management Professional (PMP) certification.

Minimum Requirements:
Engineer II Minimums Requirements: Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of an E.I.T. (Engineer In Training) Certificate and two (2) years of progressive professional experience.
Engineer III Minimum Requirements: Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and five (5) ears of progressive professional experience.
Project Manager I Minimum Requirements: Requires an Associates degree in Project Management, Engineering, Architecture, Landscape Architecture, Construction Management or related field and four (4) years of professional engineering related project management experience; OR any combination of education and/or experience equivalent to six (6) years in field utilizing knowledge, skills and abilities. Preference Project Management Professional (PMP) Certification. Bachelors or masters degree in Project Management.
Project Manager II Minimum Requirements: Requires a Bachelor’s Degree in Project Management, Engineering, Architecture, Landscape Architecture, Construction Management, or related field and three (3) years of professional engineering related project management experience; OR any combination of education and/or experience equivalent to seven (7) years in field utilizing knowledge, skills and abilities. Requires Project Management Professional (PMP) Certification.
Position Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
We are looking for candidates to have experience with CIP projects plan review, stormwater design, project management, stormwater permitting, stormwater and/or erosion and sediment control site inspection experience, and regulatory requirements; the position requires Virginia DEQ’s Plan Reviewer Certification or Dual Combined Administrator Certification. Familiarity with City of Virginia Beach Ordinances and the Public Works Design Standards Manual are preferred but not required. The candidate would also demonstrate the ability to utilize computer software such as Office 365 applications, ArcGIS Online, and SharePoint to support data management and production, and effectively communicate through oral and written means. Special Instructions:
VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
