Job summary

HACLA in Los Angeles is seeking a Project Manager to lead the planning, organization, coordination, implementation and evaluation of complex projects within the Housing Authority. You will guide initiatives from requirements through deployment, manage schedules, scope, budgets, and risks, and coordinate internal and external resources to ensure on-time delivery and quality outcomes.

  • Bachelor’s degree in Public or Business Administration, Economics, Real Estate Management, Engineering, Architecture, Computer Science, or a related field.
  • Five (5) or more years of progressively responsible experience managing complex projects.
  • Any equivalent combination of education and experience.

Responsibilities

  • Establish and maintain processes for full-scale project plans using appropriate tools and techniques which include managing the project lifecycle, setting quality and performance standards, and assessing risks.
  • Oversee and manage the day-to-day operations of a project following established rules, guidelines, and procedures.
  • Implement quality control measures to ensure project deliverables meet or exceed quality standards.
  • Maintain accurate project documentation, including progress reports, meeting minutes, and project plans.
  • Build positive relationships with clients and stakeholders, managing expectations and ensuring satisfaction; communicate project progress regularly to clients and stakeholders.
  • Lead cross-functional project teams, set clear goals, delegate tasks, and foster collaboration among team members to ensure the success of projects.
  • Structure and manage integrated, multitrack performance databases for digital, print, social, broadcast, and experiential projects.
  • Assign and monitor resources to ensure project efficiency and maximize deliverables.
  • Report project outcomes and/or risks to the appropriate management channels and elevate issues, as necessary, according to project work plan.
  • Perform other related duties as assigned and required.

Anticipated Hiring Pay Scale: $118,2400 - $146,286.40 Annually

Under general direction, the Project Manager is responsible for the planning, organization, coordination, implementation and evaluation of one or more assigned functions or specialized program areas in their respective department. The incumbent will lead projects from requirements definition through deployment, identifying schedules, scopes, budget estimations, and implementation plans, including risk mitigation; coordinate internal and external resources to ensure that projects adhere to scope, schedule, and budget; analyze project status and, when necessary, revise the scope, schedule, or budget to ensure that project requirements can be met; establish and maintain relationships with relevant client stakeholders, providing day-to-day contact on project status and changes; and perform other related duties as assigned.

Minimum Qualifications

Bachelor’s degree in Public or Business Administration, Economics, Real Estate Management, Engineering, Architecture, Computer Science, or a related field appropriate to assigned department/functions -AND- Five (5) or more years of progressively responsible experience managing complex projects or program development and administration -OR- any equivalent combination of education and experience.

Preferred Qualifications

The ideal candidate would have a PMP or other project management certification.

Special Requirements

Must possess a valid California Class "C" Driver's License.
