Job summary

Qualifications

Project Manager – Heavy Civil Construction

Our client is seeking an experienced Project Manager to lead heavy civil and public infrastructure projects throughout the Greater Houston area. The work spans underground utilities, water and wastewater systems, drainage, roadways, pipelines, and trenchless construction. This role is responsible for project planning, budgets, schedules, contracts, field coordination, and closeout. The Project Manager will work closely with public owners, engineers, superintendents, subcontractors, and suppliers to deliver projects safely, on time, and within budget.

Experience

Preferably 3 to 5 plus years of construction project management experience, with demonstrated responsibility for project financials, schedules, contracts, and field coordination.

Key Responsibilities

• Oversee planning, execution, and completion of heavy civil and public infrastructure construction projects.
• Manage work involving underground water, sanitary sewer, storm drainage, large diameter pipelines, lift stations, pump stations, roadway and paving improvements, shaft construction, tunneling, HDD, and other trenchless construction.
• Develop and manage project budgets, cost forecasts, schedules, contracts, procurement activities, and project resources.
• Maintain responsibility for project financial performance, including cost control, forecasting, billing, change management, cost to complete projections, and identification of potential cost or schedule impacts.
• Coordinate with owners, engineers, subcontractors, suppliers, government agencies, and internal project teams.
• Lead and provide direction to superintendents, assistant project managers, project engineers, field engineers, field personnel, and subcontractors.
• Monitor project progress through site visits, schedule reviews, cost analysis, and coordination with field leadership.
• Identify project issues early and implement corrective actions when necessary.
• Manage change orders, RFIs, submittals, contracts, correspondence, meeting documentation, and project records.
• Identify and manage risks involving cost, schedule, contractual requirements, constructability, safety, quality, and project execution.
• Lead and participate in meetings with owners, engineers, subcontractors, and internal project teams.
• Prepare and present project status, schedule, financial, and progress reports to leadership and clients.
• Ensure compliance with applicable OSHA, DOT, environmental, safety, and quality control requirements.
• Use project management and scheduling software including CMiC, Primavera P6, or similar platforms.
• Manage project closeout, including punch list completion, final documentation, change order resolution, owner acceptance, and contract closeout.

Qualifications

• Preferably 3 to 5 plus years of construction project management experience.
• Demonstrated heavy civil construction project management experience.
• Experience coordinating field operations and working with plans, specifications, contracts, safety requirements, and applicable regulations.
• Strong understanding of project budgeting, cost control, forecasting, scheduling, procurement, billing, and change management.
• Experience managing contracts, RFIs, submittals, change orders, project documentation, and owner or engineer correspondence.
• Experience with underground utilities, water and wastewater infrastructure, large diameter pipelines, lift stations, pump stations, storm drainage, roadway construction, shaft construction, tunneling, HDD, or other trenchless construction.
• Experience working with the City of Houston, Harris County, Harris County Flood Control District, North Harris County Regional Water Authority, West Harris County Regional Water Authority, surrounding municipalities, or similar public infrastructure owners is strongly preferred.
• TxDOT experience is a plus but not required.
• Bachelor's degree in Civil Engineering, Construction Management, or a related field, or equivalent relevant construction project leadership experience.
• Proficiency with project management software and Microsoft Office.
• CMiC and Primavera P6 experience is preferred.
• Strong leadership, communication, negotiation, organizational, and problem solving skills.
• Valid driver's license and ability to travel between project sites throughout Greater Houston.

The ideal Project Manager is a hands on construction professional who understands both the operational and financial sides of heavy civil project management.

Candidates with established experience delivering public infrastructure, underground utility, water and wastewater, large diameter pipeline, shaft and tunnel, lift station, pump station, or roadway projects in the Greater Houston market are particularly well suited for the position.
