Job summary

Oscar is seeking an experienced Project Manager or Senior Project Manager to lead a heavy civil underground utility project on the south side of the Houston metro. The ideal candidate will bring hands-on experience in underground utilities and will own a project from the ground up, driving delivery and growth in a steady underground utility portfolio.

You will coordinate with engineers, municipal agencies, and clients, manage budgets and schedules, supervise field crews, and ensure OSHA/DOT

Qualifications

  • 5+ yrs underground utility project experience is required.
  • Sanitary sewer experience is preferred, but broader wet utility experience will work too.
  • A track record with the City of Houston, Harris County Flood Control, or a regional water authority and surrounding municipalities stands out.

Responsibilities

  • Run the day-to-day of the project: budget, schedule, subcontractor coordination, and overall delivery.
  • Work directly with engineers, municipal agencies, and clients to keep the job compliant and moving forward.
  • Direct field crews and superintendents, and stay hands-on with site visits to catch issues early.
  • Own safety and quality on the job, keeping the project aligned with OSHA and DOT standards.
  • Handle the paperwork side (change orders, RFIs, submittals) without letting it pile up.
  • Spot risks before they become problems and bring solutions, not just updates, to leadership.
  • Keep clients and senior management informed with clear, regular progress reporting.
