Role: Project Engineer II / Execution Engineer Type: Contract 12 - 24 months - Onsite Location: Houston, TX Travel: 5% to 10%
Position Overview
Project Engineer II / Execution Engineer to support major capital project execution within our global energy portfolio. In this hands‑on, working-level role, you will be embedded directly in the Project Management Team (PMT), working alongside the Execution Lead to develop robust execution strategies, drive Gate deliverables, manage interface coordination, and ensure sound engineering delivery across onshore upstream assets.
Key Responsibilities
Execution & Deliverables: Collaborate with the Execution Lead and Portfolio Manager to author core project deliverables, including Early Project Plans, Issues Identification & Management frameworks, and Lessons Learned capture.
Stage-Gate Delivery: Coordinate the development, integration, and alignment of Stage-Gate deliverables (Gate 3 execution packages) in compliance with capital project management systems.
Procurement & Contracting Support: Participate in Invitation to Tender (ITT) development, bid evaluations, contractor selection, and long‑lead equipment sourcing, maintaining Front End Engineering Design (FEED) alignment prior to contractor handover.
Interface & Integration: Serve as the primary operational liaison between multidisciplinary engineering disciplines, functional project teams, and external EPC contractors to verify technical alignment with project standards and specifications.
Governance & Controls: Coordinate change requests, endorse change authorizations, facilitate internal/external technical workshops, record meeting minutes, and maintain the project action register to track issues through to closure.
Field & Scope Execution: Facilitate smooth stage‑to‑stage transitions, monitor construction/design alignment, and resolve interface bottlenecks on assigned work packages.
Required Qualifications
Education: Bachelor of Science (B.S.) in Engineering from an accredited university.
Experience: 3 to 10 years of direct project engineering and execution experience within the energy/oil and gas sector (Level 1–2 working‑level profile; non‑advisory).
Technical Breadth: Demonstrated multi‑discipline foundation across engineering, procurement, construction, and project controls workflows.
Travel: Willingness and ability to travel internationally to Middle East operating locations, including Iraq.
Software: High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project).
Communication: Exceptional verbal and written English communication skills; proven ability to manage technical interfaces and drive alignment across cross‑functional teams.
Preferred Qualifications
Strong background in Onshore Upstream facilities and infrastructure.
Hands‑on exposure to Brownfield engineering, plant modifications, or tie‑in execution.
Professional working fluency in Arabic.
Familiarity with major operator Stage‑Gate Capital Project Management Systems.
