Position Overview

This position is accountable for directing the development of project studies in the districts to ensure uniformity of policy compliance. The incumbent assists on special problems, ensures coordination with other agencies, and approves projects. The incumbent also plans, directs, coordinates, and controls all activities associated with the processing of plans, proposals, and legal contract documents required to advance highway projects through the letting stage and execution of the contract

Essential Functions

• Plans, directs, coordinates, and controls all activities required to advance highway projects to the letting stage in order to accomplish the department’s highway program
• Directs the development of the official state estimate for all projects proposed for letting
• Plans, directs, coordinates, and controls all procedures to ensure appropriate federal cost participation in highway projects utilize available funding
• Ensures conformance to applicable state and federal laws, policies, and procedures
• Organizes and staffs the section, including the training, motivation, and development of staff to ensure the efficient performance of responsibilities
• Coordinates with the district offices to identify projects appropriate for Small Business Initiatives or Project Labor Agreements
• Provides budgetary and personnel administration for the section to utilize resources in the most cost-effective manner
• Ensures that project studies adequately resolve engineering and environment aspects and approves project reports or obtains approval from the Federal Highway Administration (FHWA) on interstate projects
• Assists the districts with special problems in the development of project studies
• Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees
• Performs other duties as assigned

Minimum Qualifications

• Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois
• Seven years of experience in civil engineering

Preferred Qualifications

• Extensive knowledge of the principles and practices of plan preparation related to the design, construction, and maintenance of highway projects
• Ability to develop and maintain cooperative relationships with departmental staff, state highway agencies, and the Federal Highway Administration
• Strong oral and/or written communication skills

• Requires successful completion of a background screening
