Job summary

USK Technologies seeks a Senior Program Manager to lead a multi-year business transformation for a regulated utility environment, overseeing CCS/CC&B/WACS implementations and related platforms across business and IT teams.

You will govern scope, budget, risks, and benefits, drive organizational readiness, change management, and stakeholder engagement, and report progress to executives while coordinating partners and vendors.

Qualifications

• Bachelor’s degree in Business, IT, or related field.
• Master’s degree in Business Administration, Information Systems, or related discipline preferred.
• 10+ years leading major business and technology transformation programs.
• 5+ years in program management involving ERP, CIS, CRM, billing, asset management or related enterprise platforms.
• Experience managing multimillion-dollar programs with multiple workstreams and cross-functional teams.
• Experience with Oracle Utilities CCS, CC&B, WACS or comparable utility platforms preferred.
• Experience in regulated utility environments (natural gas, electric, water, etc.).
• Lean, Six Sigma, or BPM knowledge and experience.

Responsibilities

• Direct the implementation of Oracle CCS/CC&B, WACS, and integrated utility systems.
• Establish program governance, executive steering committees, reporting standards, and escalation procedures.
• Manage integrated schedules, budgets, resources, dependencies, milestones, risks, and critical-path activities.
• Lead multiple business and technical workstreams across customer service, billing, finance, field operations, work management, and regulatory functions.
• Ensure program objectives align with business priorities, regulatory obligations, and enterprise technology strategies.
• Lead current-state assessments and design future-state processes and operating models.
• Identify opportunities for automation, standardization, simplification, and operational improvement.
• Facilitate requirements gathering, solution design, data conversion, testing, training, cutover, deployment, and post-implementation activities.
• Develop business cases, performance metrics, value-realization plans, and benefits-tracking frameworks.
• Partner with Enterprise Architecture, Data, Infrastructure, Cybersecurity, Applications, and IT PMO teams.
• Manage system integrators, consultants, software vendors, and other external delivery partners.
• Lead change-management, communication, stakeholder-engagement, and organizational-readiness activities.
• Present program progress, financial performance, risks, issues, and key decisions to executive leadership.

We are seeking a highly experienced Senior Program Manager to lead a multi-year business transformation and enterprise systems implementation within a regulated utility environment. The program will include Oracle Utilities Customer Cloud Service (CCS), Customer Care and Billing (CC&B), Work and Asset Cloud Service (WACS), and related operational platforms.

This leader will oversee program strategy, governance, execution, financial management, process redesign, and organizational readiness. The role requires the ability to connect business operations with technology delivery while coordinating executives, utility departments, IT teams, system integrators, consultants, and software vendors.

Required Qualifications

• 10+ years of experience leading major business and technology transformation programs.
• 5+ years of program management experience involving ERP, CIS, CRM, billing, asset management, or other enterprise platforms.
• Experience managing multimillion-dollar programs with multiple workstreams and cross-functional teams.
• Experience with Oracle Utilities CCS, CC&B, WACS, or comparable utility platforms is strongly preferred.
• Experience within natural gas, electric, water, or another regulated utility environment.
• Demonstrated knowledge of business-process improvement methodologies such as Lean, Six Sigma, or BPM.
• Experience managing system integrators, consulting firms, software vendors, and third-party partners.
• Strong executive communication, stakeholder management, financial oversight, and organizational change-management skills.
