Qualifications

• Bachelor’s degree in business, IT, engineering, or related field or equivalent experience.
• 10+ years of project and program management experience.
• Oracle Cloud implementation project experience.
• Oracle Utilities CCS/WACS/CC&B ecosystem experience.
• Experience leading enterprise-wide technology, business transformation, or operational improvement initiatives.
• Strong PMO methodologies, governance, portfolio management, and reporting.

Responsibilities

• Lead a program with multiple projects and workstreams.
• Develop and maintain program plans, timelines, budgets, risks, and dependencies.
• Establish and manage PMO governance processes, status reporting, and executive dashboards.
• Partner with business leaders, IT teams, vendors, and external stakeholders to ensure alignment and delivery.

• Identify, track, and mitigate program risks and issues.

Title: Program Manager — Oracle IT Business Transformation

Location: Philadelphia metro (hybrid)

Type: Contract, multi-year

We are seeking an experienced IT Program Manager consultant to lead and coordinate a large-scale IT integration and transformation program for our client. This contract role will manage multiple complex programs and projects, drive governance and reporting processes, facilitate stakeholder alignment, and ensure successful delivery of strategic initiatives that support operational excellence and digital transformation objectives.

The ideal candidate will have experience working in large, highly regulated environments and possess strong leadership, communication, risk management, and organizational skills.

Key Accountabilities:

• Lead a program with multiple projects and workstreams.
• Develop and maintain program plans, timelines, budgets, risks, and dependencies.
• Establish and manage PMO governance processes, status reporting, and executive dashboards.
• Partner with business leaders, IT teams, vendors, and external stakeholders to ensure alignment and successful delivery.
• Facilitate steering committee meetings, executive reviews, and project status meetings.
• Identify, track, and mitigate program risks and issues.
• Ensure compliance with organizational standards, regulatory requirements, and project management best practices.

Required Skills:

• Bachelor’s degree in business, Information Technology, Engineering, or a related field, or equivalent experience.
• 10+ years of project and program management experience.
• Oracle Cloud implementation project experience.
• Oracle Utilities Customer Cloud Service (CCS) experience.
• Oracle Utilities Work and Asset Cloud Service (WACS) experience.
• Oracle CC&B ecosystem experience.
• Experience leading enterprise-wide technology, business transformation, or operational improvement initiatives.
• Strong understanding of PMO methodologies, governance, portfolio management, and reporting.
• Excellent communication, presentation, and facilitation skills.
• Proficiency with Microsoft Project, SharePoint, Excel, Power BI, Oracle Analytics Cloud (OAC), and related project management tools.
• Experience managing onshore and offshore program teams.
• PMP and/or PgMP certification preferred.
• Experience working within highly regulated industries preferred.
