Job summary

Arlo Solutions LLC in Linthicum Heights, MD, seeks an experienced Program Manager to lead the Strategic and Foundational Operations support for DC3. You will provide management direction, governance, and quality control across all tasks and subcontractors.

The PM ensures performance against PWS requirements, manages risk, and maintains program controls, while coordinating with Government stakeholders and ensuring staffing stability and key personnel compliance.

Qualifications

• TS/SCI clearance required.
• Demonstrated success managing projects/programs of similar size and complexity within last 10 years.
• Within last 5 years, manpower planning/management for comparable scope across diverse labor categories.
• Within last 5 years, financial and performance monitoring using KPIs.

Responsibilities

• Direct and oversee day-to-day execution of all PWS tasking, ensuring work is planned, assigned, performed, and reviewed.
• Establish and maintain program operating rhythm with kickoffs, status meetings, and action item reviews.
• Produce and maintain the Program Management Plan (PMP) and an integrated Risk Management Plan.
• Develop risk mitigation approaches, tracking, escalation timelines, and recovery planning.
• Implement program-wide quality control to ensure deliverables are accurate, audit-ready, and on time.
• Ensure contract compliance with security instructions, handling of records, and privacy requirements.
• Maintain staffing stability and manage substitutions and vacancies for key personnel.
• Serve as primary interface with the COR/CO to communicate status and risks; issue PNRs when issues arise.
• Manage, mentor, and supervise contractor leads and ensure onboarding, clearance processing, and staffing plans.
