E Logic is seeking an experienced Program Manager to lead a cross-functional digital management support team for the GSA OCIO. You will act as the primary liaison with CO/COR and ensure delivery across Architecture, FinOps, AI, and Data Governance, within a 12-month base and options.

The role requires a PMP, 10+ years of federal IT PM experience, and strong communication skills. Remote work with occasional in-person meetings at GSA Headquarters in Washington, DC may be required.

Qualifications

  • Bachelor's degree in IT, Business, or related field (Master's preferred).
  • Minimum 10 years of experience managing federal IT programs, including FFP task orders.
  • PMP or equivalent certification required.
  • Demonstrated experience with agile project management and delivery.
  • Experience managing multiple diverse projects from planning through execution.
  • Excellent verbal and written communication skills.
  • Active HSPD-12 clearance or favorable determination by contract award.

Responsibilities

  • Provide overall program leadership, direction, and oversight for a 12-month base + two 12-month option period FFP task order.
  • Manage day-to-day operations, staffing, and deliverables across all task areas.
  • Serve as the primary liaison between the contractor team and GSA government personnel (CO, COR, and program office).
  • Develop and maintain the Project Plan, including timeline, milestones, and quality processes.
  • Facilitate the Kick-off Meeting within 7 business days of award.
  • Submit Monthly Status Reports by the 10th of each month, including progress, schedule, issues, corrective actions, and personnel status.
  • Ensure all deliverables meet Federal accessibility standards (Section 508) and GSA requirements.
  • Lead agile project management and delivery methodologies.
  • Coordinate cross-functional integration, knowledge transfer, and best practice sharing across all task areas.
  • Manage risk, resolve performance issues, and ensure contract compliance.
  • Support key personnel substitution requests and ensure all personnel maintain required clearances.

Overview

Seeking an experienced Program Manager to lead a cross-functional digital management support team for the General Services Administration (GSA) Office of the Chief Information Officer (OCIO). This role serves as the primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR), ensuring successful delivery across three task areas: Application and Enterprise Architecture, Financial Operations and FinOps, and AI and Data Governance.

Schedule & Work Conditions
  • Core Hours: 9:00 AM - 4:00 PM ET, Monday through Friday, excluding Federal holidays.
  • Work Location: Primarily remote; occasional in-person meetings at GSA Headquarters (Theodore Roosevelt Building, 1900 E Street NW, Washington, DC) as requested by the COR.
  • Travel: Local travel within 50 miles of GSA sites in the Washington, DC metropolitan area is not reimbursable. No other travel is expected.
  • Telework: Ad hoc or situational telework is authorized with prior approval from the Task Order Contracting Officer. Telework reports must be submitted by the end of each telework day.
  • Security: Must maintain HSPD-12 credential and favorable background investigation throughout the life of the task order.
