Job summary

eBusiness Solutions Inc. is seeking a Program Manager to lead the modernization and rewrite of the Ohio Child Licensing and Quality System (OCLQS). You will oversee enterprise technology initiatives and Salesforce-based projects, coordinating with licensing staff, IT, and vendors statewide.

Qualifications

• Bachelor’s degree in information systems, business administration, public administration, or related field.
• 7+ years of experience leading large-scale technology projects or enterprise software implementations.
• Experience leading cross-functional, multi-stakeholder initiatives.
• Strong understanding of project management methodologies and SDLC.
• Excellent communication, leadership, and analytical skills.
• PMP certification (preferred).
• Experience with Salesforce (Sales Cloud, Service Cloud, Experience Cloud) is preferred.
• Familiarity with CRM, workflow automation, and system integration best practices.
• Experience with state government systems or human services is a plus.

Responsibilities

• Lead end-to-end rewrite of the OCLQS system from planning through post-launch support.
• Provide strategic direction for system modernization using Salesforce when appropriate.
• Coordinate with IT, product owners, licensing specialists, staff, analysts, QA, and vendors.
• Develop and maintain project plans, budgets, schedules, risk logs, and communications.
• Facilitate stakeholder input from licensing staff, administrators, childcare providers, technical teams, and leadership.
• Ensure compliance with state policies, data security standards, and federal reporting.
• Lead change management planning, testing strategies, and statewide implementation.
• Champion user-centered design and reduce administrative burden.
• Provide clear executive reporting to department leadership.
