Responsibilities

Lead CPCCo integration and coordination for the development, negotiation, modification, implementation, tracking, and completion of TPA milestones and regulatory commitments.
Coordinate with DOE and regulatory stakeholders to develop milestone strategies that advance Hanford cleanup while considering regulatory requirements, project sequencing, field implementation, and priorities.
Negotiate new or modified TPA milestones, schedules, commitments, and cleanup strategies with DOE, EPA, and Ecology.
Provide strategic leadership for implementing TPA milestone strategies and adaptive sequencing as new information becomes available.
Coordinate with CAMs, scientists, modelers, writers, and management to ensure regulatory commitments are executable.
Integrate regulatory commitments with project planning, field execution, schedules, contracts, and performance commitments across CPCCo.
Collaborate with other Hanford Site contractors when milestones cross boundaries.
Maintain an integrated understanding of TPA milestones and communicate risks to senior management.

CPCCo Soil and Groundwater Operations is seeking a Program Manager - TPA Management to support the Regulatory Strategy and Integration (RSI) organization. This position will report to the Strategic Planning and Business Services Manager and will lead the integration and coordination of activities associated with the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement or TPA), with an emphasis on developing, negotiating, managing, and implementing milestones that support Hanford cleanup priorities. The successful candidate will serve as a key integrator among RSI, CPCCo project organizations, the U.S. Department of Energy (DOE), the U.S. Environmental Protection Agency (EPA), Washington State Department of Ecology, and other Hanford Site contractors. The position requires the ability to understand complex regulatory and technical issues, identify cross-program dependencies, facilitate development of integrated strategies, and help move diverse organizations toward executable and mutually understood cleanup commitments.

Primary duties of a Program Manager - TPA Management include, but are not limited to:

Lead CPCCo integration and coordination associated with the development, negotiation, modification, implementation, tracking, and completion of TPA milestones and associated regulatory commitments.
Coordinate with DOE and regulatory stakeholders to develop milestone strategies that advance Hanford cleanup while considering regulatory requirements, project sequencing, field implementation, and overall mission priorities.
Support and facilitate negotiations with DOE, EPA, and Washington State Department of Ecology involving new or modified TPA milestones, schedules, commitments, and cleanup strategies.
Provide programmatic leadership for implementation of TPA milestone strategies, including adaptive milestone approaches that allow cleanup priorities and implementation sequencing to evolve as additional technical information and field conditions become available.
Coordinate closely with control account managers (CAM's), scientists, modelers, technical writers, and management to ensure proposed regulatory commitments are technically supported and can be translated into executable scope.
Work across CPCCo organizations to integrate regulatory commitments with project planning, field execution, schedules, contract requirements, and performance commitments.
Coordinate with other Hanford Site contractors when milestone commitments, cleanup sequencing, infrastructure, or other project dependencies cross contractor boundaries.
Maintain an integrated understanding of TPA milestones and associated dependencies across CPCCo scope and communicate emerging issues, decisions, and risks to senior management.
Support alignment of TPA commitments with DOE priorities, CPCCo task-order planning, and long-range cleanup strategies.
Develop and maintain productive working relationships with DOE, EPA, Ecology, CPCCo organizations, and other Hanford contractors to promote collaborative resolution of issues and successful execution of cleanup commitments.
Provide strategic recommendations to CPCCo management regarding milestone development, sequencing, regulatory strategy, and opportunities to improve integration and execution of cleanup scope.

Basic Qualifications

Career Grade 20: Bachelor's degree or equivalent combination of education and experience plus 8 or more years of relevant experience.
Senior Grade 21: Bachelor's degree or equivalent combination of education and experience plus 10 or more years of relevant experience.

Desired Qualifications

Demonstrated knowledge of the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) and its role in establishing and managing Hanford cleanup commitments.
Experience working with DOE, EPA, Washington State Department of Ecology, or similar federal and state regulatory organizations.
Knowledge of CERCLA and RCRA regulatory processes and their application to environmental remediation and cleanup decision-making.
Experience integrating complex scope across multiple projects, programs, contractors, or stakeholder organizations.

In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.

Expected annualized pay range based on full time schedule (40 hours per week):

Career Level Grade 20: $114,700 - $183,450
Senior Level Grade 21: $126,200 - $202,000

In addition to base pay, employees may be eligible for variable pay awards.
