The Strategic Planning and Business Services Manager reports to the Regulatory Strategy and Integration (RSI) Manager and provides leadership for the integration of Hanford Site cleanup strategies, regulatory commitments, and implementation activities across the RSI organization. The position is responsible for helping translate sitewide and operable-unit-specific cleanup strategies into coordinated, executable regulatory and project commitments while ensuring alignment with CPCCo, DOE, and regulatory priorities. The manager serves as a key bridge between the strategic planning and implementation functions within RSI and provides leadership for the Tri-Party Agreement (TPA) Milestones program, including oversight of the development, negotiation, integration, and management of regulatory milestones and commitments. The position routinely interfaces with DOE, the U.S. Environmental Protection Agency (EPA), Washington State Department of Ecology, CPCCo project organizations, and other Hanford Site contractors to resolve cross-cutting issues and advance cleanup decisions.

• Provide management oversight and strategic direction for RSI activities associated with the TPA Milestones Program, including development, negotiation, modification, implementation, tracking, and completion of milestones and other regulatory commitments.
• Align closely with the Strategic Planning organization to understand and influence development of sitewide and operable-unit-specific cleanup strategies and ensure those strategies are effectively transitioned into regulatory decisions, commitments, and executable implementation activities.
• Serve as a primary integration point between the strategic and implementation functions of RSI, ensuring cleanup strategies are appropriately reflected in decision documents, regulatory commitments, project planning, and field implementation.
• Facilitate integration of work activities, resolution of complex issues, and establishment of priorities associated with selection and implementation of cleanup remedies across the Hanford Site.
• Provide management-level coordination of CPCCo project organizations, DOE, Hanford Site contractors, and other stakeholders to resolve issues that cross organizational, contractual, regulatory, or geographic cleanup boundaries.
• Provide strategic oversight of TPA milestone development and negotiation to ensure proposed commitments appropriately consider regulatory requirements, technical maturity, project sequencing, funding, contractual commitments, field implementation, and long-range cleanup priorities.
• Promote integrated and adaptive approaches to regulatory commitments where appropriate, allowing cleanup priorities, sequencing, and implementation strategies to evolve as technical information, field conditions, funding, and mission priorities change.
• Monitor and manage interfaces among the technical elements of CERCLA and RCRA projects, associated decision documents, regulatory commitments, and implementation activities to ensure strategic considerations are incorporated into key decisions.
• Ensure effective integration among RSI scientists, modelers, regulatory specialists, technical writers, project managers, and other subject matter experts necessary to develop technically defensible and implementable cleanup decisions.
• Coordinate with CPCCo project organizations to ensure regulatory strategies and commitments are appropriately integrated with project scope, schedules, budgets, task-order planning, performance commitments, and field execution.
• Identify emerging regulatory, technical, programmatic, contractual, and schedule risks that could affect cleanup decisions or regulatory commitments and lead development of mitigation strategies and alternative paths forward.
• Maintain awareness of significant regulatory and cleanup issues across RSI and evaluate their potential impacts to other operable units, regulatory commitments, project schedules, and long-range cleanup strategies.
• Provide clear and timely communication to RSI and senior management regarding significant regulatory issues, milestone risks, cross-project dependencies, stakeholder positions, and decisions requiring management attention.
• Establish and maintain productive relationships with DOE, EPA, Ecology, CPCCo organizations, and other Hanford Site contractors to promote collaboration, transparency, and timely resolution of issues.
• Develop personnel, strengthen organizational capabilities, establish clear expectations, and foster a collaborative culture focused on integration, accountability, technical quality, and successful execution of the Hanford cleanup mission.

Basic Qualifications

• Manager Grade 21 - Bachelor's degree or equivalent combination of education and experience plus 10 years of relevant experience.
• Manager Grade 22 - Bachelor's degree or equivalent combination of education and experience plus 12 years of relevant experience.

The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and/or experience.

Desired Qualifications

• Demonstrated leadership experience in environmental cleanup, regulatory strategy, program management, or complex technical project environments.
• Demonstrated knowledge of the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement), including milestone development, change control, and implementation.
• Strong working knowledge of CERCLA and RCRA regulatory processes.
• Experience working directly with DOE, EPA, Washington State Department of Ecology, or similar federal and state organizations.
• Experience leading or supporting complex regulatory negotiations and developing strategies to resolve issues involving multiple stakeholders and competing priorities.

Compensation & Benefits

In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.

Expected annualized pay range based on full-time schedule (40 hours per week):

• Grade 21: $126,200 - $202,000
• Grade 22: $137,150 - $240,000

In addition to base pay, employees may be eligible for variable pay awards.
