Role Description

The Program Manager – Residential Services oversees daily operations and service delivery within designated residential programs in Richmond, VA. This on-site role is responsible for ensuring high-quality person-centered supports, including coordinating individualized service plans, monitoring health and safety standards, and promoting community inclusion for residents. The Program Manager supervises and coaches direct support staff, manages scheduling and training, and ensures compliance with regulatory requirements, agency policies, and funding guidelines. Day-to-day responsibilities include communicating with families and external partners, overseeing documentation and reporting, participating in quality improvement initiatives, and supporting crisis management and problem-solving as needed. The role also involves budget oversight for assigned programs, maintaining a supportive team culture, and modeling the organization’s values of dignity, respect, and ethical practice.

Qualifications

• Experience in residential or community-based services for individuals with intellectual/developmental disabilities and/or mental health needs, including person-centered support and advocacy.
• Program and operations management skills, such as coordinating services, overseeing compliance with regulations, managing budgets, and implementing quality improvement practices.
• Leadership and supervision abilities, including training and coaching staff, performance management, team building, and fostering a positive, inclusive work environment.
• Strong communication and relationship-building skills with residents, families, colleagues, and community partners, including conflict resolution and collaborative problem-solving.
• Organizational and documentation skills, including maintaining accurate records, preparing reports, and using electronic systems or databases for service tracking.
• Knowledge of applicable state and local regulations, licensing standards, and best practices in disability and mental health services.
• Preferred qualifications: Bachelor’s degree in human services, social work, psychology, or related field; prior supervisory experience; valid driver’s license and reliable transportation; ability to work occasional evenings, weekends, or on-call shifts as required.
