Job summary

LAUKOA seeks a Program Manager to serve as the senior onsite manager for the LAT contract at Fort Stewart and Hunter Army Airfield, GA. You will direct contractor personnel, coordinate training, inspections, curriculum development, and government support while ensuring compliance and performance.

You will supervise professionals, manage schedules, and communicate with CORs and army stakeholders, maintaining readiness, and handling transitions, surge, and continuity with minimal supervision.

Job description

Position Summary

The Program Manager (PM) serves as the Contractor's senior onsite manager and primary point of accountability for execution of the 3rd Infantry Division Logistics Assistance Training program at Fort Stewart and Hunter Army Airfield. The PM directs and coordinates contractor personnel and integrates classroom instruction, Staff Assistance Visits (SAVs), Government-led inspection support, onsite technical assistance, curriculum development, quality control, reporting, staffing, transition, and surge requirements.

Primary Responsibilities

• Provide overall management, coordination, supervision, and day-to-day direction of LAT contract performance.

• Serve as the primary contractor interface with the Contracting Officer's Representative (COR), Contracting Officer, Division G4, supported organizations, and other Government stakeholders.

• Develop and maintain integrated annual, monthly, and weekly schedules for instruction, SAVs, inspection support, onsite assistance, curriculum development, leave, and surge requirements.

• Direct and coordinate technical instructors, course-development personnel, field-support SMEs, and qualified backup or surge personnel.

• Monitor staffing, schedule performance, workload execution, deliverables, risks, technical performance, and customer support requirements.

• Ensure personnel qualifications, required certifications, installation access, CAC/network-access requirements, and mandatory training remain current.

• Manage the Quality Control Plan (QCP), internal inspections, corrective actions, trend analysis, and performance-improvement activities.

• Review and approve recurring reports, performance data, and Government deliverables before submission.

• Coordinate phase-in, transition, continuity, knowledge transfer, Government-furnished property/facility activities, and workforce readiness.

• Ensure contractor personnel remain within contract scope and promptly elevate potential scope, staffing, access, or performance issues.

• Coordinate surge staffing and continuity measures when mission requirements increase or key personnel are unavailable.

• Maintain availability by phone whenever contractor personnel are performing services, consistent with contract requirements.

Required Qualifications

• Demonstrated experience managing Army logistics, readiness, training, maintenance, supply, or comparable multi-disciplinary support operations.

• Demonstrated experience supervising professional and technical personnel.

• Strong knowledge of Army logistics operations, including maintenance, supply, property accountability, readiness, and GCSS-Army-enabled processes.

• Experience coordinating with Army G4/S4 organizations, Government customers, CORs, or comparable stakeholders.

• Experience managing schedules, staffing, performance metrics, quality controls, corrective actions, and recurring contract deliverables.

• Strong written and oral communication skills.

• Ability to manage competing priorities and maintain continuity during transition, surge, and personnel turnover.

Preferred Qualifications

• Bachelor's degree in logistics, supply chain management, business, management, or a related field. Substantial directly relevant Army logistics and program-management experience may be considered in lieu of a degree.

• Eight or more years of progressively responsible Army logistics/readiness experience.

• Five or more years managing multi-disciplinary logistics, training, readiness, maintenance, or supply operations.

• Prior Government contract or comparable program-management experience.

• Prior COMET, Logistics Readiness Assistance and Training, Division/Corps logistics, or similar Army readiness-support experience.

• Active Secret eligibility/clearance.

Security and Installation Access

Active Secret eligibility/clearance is anticipated to be required for onsite personnel at contract start, subject to final Government requirements. The selected candidate must also be able to satisfy installation-access, background-investigation, CAC, and Government information-system access requirements applicable to the position.

Work Location and Schedule

Work will primarily be performed at Fort Stewart and Hunter Army Airfield, Georgia. Normal Government core duty hours are generally 8:00 a.m. to 4:30 p.m., Monday through Friday; mission requirements may require work outside normal hours, including occasional weekends or holidays.
