Job summary

Northrop Grumman is seeking a Program Manager Level 1 for an on-site role at Rocket Center, WV. You will lead a cross-functional team to deliver contracts on cost and schedule while meeting technical requirements and maintaining customer intimacy.

The position requires managing all phases of the program life cycle, including proposal development, startup, execution, and closeout, with a focus on cost, schedule, and performance. Relocation assistance may be available.

Qualifications

• Bachelor’s degree and 5 years of related experience OR a Master’s degree and 3 years of related experience supporting U.S. Government contracts or PM in other industries.
• 5 years of experience leading tasks on schedule, at cost and achieving requirements as lead, IPT lead or CAM.
• Basic competency in Project Management skills and toolsets.
• Competent in Microsoft Office Suite (PowerPoint, Excel, Word, Outlook).
• Must be able to obtain a DoD security clearance (U.S. Citizenship required).

Responsibilities

• Lead cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical objectives.
• Measure and report program performance.
• Deliver presentations to customers and executive management.
• Participate in negotiation of contracts, changes, budgets, schedules, and terms.
• Create, review and finalize the program Statement of Work (SOW).
• Identify, distribute, track, and complete program requirements.
• Establish and manage program baselines and budgets.
• Develop and adhere to budget baselines using Earned Value Management (EVM).
• Identify and manage program resources, including workforce planning.
• Manage Government/customer property or information and suppliers to meet objectives.
• Ensure adherence to internal processes, policies, and industry standards.
• Ensure team adheres to contract scope and manages changes.
• Develop master plans and schedules; conduct risk and opportunity management.
• Cultivate customer relationships and develop opportunities within the customer community.
• Develop new business opportunities via long-term planning, capture, and proposals.
