McColm specializes in supporting U.S. federal customers with foreign affairs and national security focused portfolios by managing bespoke professional training programs, delivering effective capacity building solutions, and providing highly specialized technical assistance and analysis expertise to decision makers.

McColm issues this Call for CVs for qualified Program Manager candidates under an anticipated contract with the Foreign Service Institute (FSI) Leadership and Management School (LMS). The position description below details the anticipated duties and qualifications of the position, contingent upon contract award.

The anticipated responsibilities of the Program Manager are as follows:

  • Oversee and manage the daily execution of contract requirements, ensuring successful performance in leadership development, course facilitation, curriculum design, and organizational development services
  • Serve as the primary point of contact for the Contracting Officer (CO), Contracting Officer's Representative (COR), Assistant Contracting Officer's Representative (ACOR), and Government Technical Monitors (GTMs)
  • Ensure compliance with all contract requirements, including quality assurance, reporting, and government policies
  • Lead and mentor contractor personnel, ensuring they meet performance expectations and contractual obligations
  • Manage project timelines, budget, and deliverables to ensure the contract operates efficiently and effectively
  • Monitor contract expenditures and performance metrics, ensuring adherence to federal contract management standards
  • Facilitate coordination with various stakeholders, including foreign affairs agencies (e.g., Department of State, Intelligence agencies)
  • Ensure timely submission of reports and deliverables to government stakeholders
  • Support contract workforce operations, ensuring personnel assignments align with project needs and objectives


Requirements

The qualified candidate for Program Manager must possess the following:

  • Experience with Foreign Affairs agencies(e.g., State Department, Intelligence agencies) and knowledge of embassy operations and global workforce challenges high preferred
  • Bachelor's degree in business administration or a related field required
  • Project Management Professional (PMP) Certification required
  • 5+ years of experience managing a federal contract workforce or 6+ years of progressively increasing management responsibilities in a government setting
  • Experience managing federal contracts exceeding $5 million annually and familiarity with SCA and FLSA regulations
  • Demonstrated contract management experience in an educational or training context with an emphasis on adult learning.
  • Strong leadership, organizational, and communication skills with the ability to interact effectively in a multicultural setting
  • Proven ability to prioritize tasks, manage multiple responsibilities, and meet deadlines
  • Proficiency in Microsoft Office (Outlook, Excel, Teams, PowerPoint, SharePoint)
  • Ability to work independently and collaboratively with Civil and Foreign Service employees, contractors, and stakeholders
  • U.S. citizenship and fluency in English are required
