Job description

Job Overview:
We are seeking a skilled Senior Level Program Manager Lead. The ideal candidate will oversee PMO and SETA support, ensuring program success through strategic planning, team leadership, and proactive client engagement. Based in Fort Belvoir, Virginia, this role requires exceptional leadership, program management, and communication skills to manage complex defense acquisition programs.

This position is contingent upon contract award.


Typical Duties:

  1. Strategic Leadership:
    1. Serve as the primary Government point of contact, providing overarching leadership and guidance for all contractor personnel assigned to the program.
    2. Develop and execute strategic plans to meet program objectives, ensuring alignment with Army priorities and program goals.
    3. Lead a multidisciplinary team to deliver high-quality, innovative solutions that meet and exceed customer expectations.
  2. Program and Contract Management:
    1. Oversee all contractual responsibilities, ensuring the timely delivery of contract deliverables while maintaining cost control and operational efficiency.
    2. Provide direct oversight of subcontractor relationships, invoicing, and contract change proposals, ensuring compliance with government regulations and contract requirements.
    3. Develop and implement robust project governance and control mechanisms to track program performance and ensure accountability.
  3. Operational Execution:
    1. Manage day-to-day program operations, resolving project challenges, and ensuring all tasks are completed within budget and time constraints.
    2. Deliver detailed project reports, briefings, and updates to client leadership and other key stakeholders.
    3. Ensure accuracy and compliance of all project deliverables with Army and DOD standards.
  4. Team Leadership and Development:
    1. Build and sustain a high performing team environment, fostering collaboration, accountability, and innovation.
    2. Mentor and develop team members, guiding them to achieve their career and performance goals.
    3. Employ effective conflict resolution and communication strategies to maintain a cohesive and productive workplace.
  5. Client Engagement and Relationship Management:
    1. Act as trusted advisor to senior Army leadership, cultivating strong client relationships through consistent, transparent communication.
    2. Represent the program to technical and nontechnical audiences, articulating complex concepts clearly and effectively.
    3. Leverage expertise to anticipate and respond to client needs, providing actionable recommendations to enhance program success.

Required Skills:

  1. Demonstrated leadership of large, multifunctional teams, managing complex projects under tight deadlines and budget constraints.
  2. Proven expertise in software lifecycle development and acquisition management, with a strong understanding of Army acquisition processes.
  3. Exceptional strategic planning, program management, and leadership skills.
  4. Proficiency in government contract and subcontract management, including familiarity with FAR/DFARS requirements.
  5. Advanced communication skills, with the ability to prepare and deliver professional level briefings, reports, and correspondence.
  6. Demonstrated ability to build and maintain professional relationships across diverse audiences, including senior Army leadership and other government entities.
  7. Travel up to 25%.

Qualifications:

  1. Secret Clearance Level.
  2. U.S. Citizenship.
  3. Bachelor’s degree in management science, operations research, logistics, engineering, information systems, or a related discipline.
  4. 15+ years of experience, including 3+ years supporting DOD business systems acquisition programs.
  5. Project Management Professional (PMP) Certification.

Desired Qualifications:

  1. ITIL Certification for IT Service Management or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification in Program Management.
