Catholic Charities Twin Cities is seeking a dynamic Program Manager II to oversee the Higher Ground St Paul Campus in Saint Paul, MN. This people-leader role focuses on trauma-informed, culturally aware service delivery for single adults experiencing homelessness.

The position coordinates with Ramsey County, Hennepin County Minnesota Community Care, veteran services, and mental-health providers to ensure high-quality, compliant operations that align with Catholic Charities’ mission of ending

Qualifications

• Experience with budget oversight and data-driven program management.
• Commitment to trauma-informed care and housing-first principles.
• Equivalent experience or bachelor’s degree in human services, public administration, or a related field
• Minimum of three (3) years of progressive program management and supervisory experience.
• Knowledge of homelessness, mental health, chemical dependency, and housing systems.
• Proven ability to lead and inspire diverse teams in a fast-paced environment.
• Excellent communication, collaboration, and problem-solving skills.

Responsibilities

• Provide strategic and day-to-day leadership for the Residences operations and service coordination.
• Supervise, coach, and support program staff to deliver high-quality, trauma-informed services.
• Oversee program budgets and expenditures; ensure compliance with funding and reporting requirements.
• Partner with internal teams and external organizations to maintain seamless referral and navigation systems.
• Monitor data accuracy, outcomes, and reporting for accountability and continuous improvement.
• Lead program planning and quality-assurance initiatives that align with agency and community goals.
• Represent Catholic Charities in cross-agency meetings and collaborative networks focused on homelessness and housing stability.
• Foster an inclusive, welcoming environment that reflects Catholic Charities’ mission and values.
• Perform other related duties as assigned.
