Job summary

Hopelink is seeking a Program Manager for the Heat Pump Assistance program in Bellevue. The role will oversee operations, manage referrals and installations, and coordinate with funders and contractors to deliver equitable service.

The ideal candidate will have leadership experience in social services, plus a background in program design, outreach, and compliance. Hybrid work with some travel and a strong commitment to community impact is required.

Qualifications

• Minimum bachelor’s degree in social services, business, or public administration, or related field.
• 2+ years in high-volume social services programs.
• Experience in community outreach and partner relations.
• Knowledge of decarbonization and environmental sustainability is a bonus; training provided.
• Strong planning, organizational, and project management skills.
• Ability to exercise independent judgment and decision-making.
• Experience with compliance and reporting.

Responsibilities

• Oversee day-to-day service delivery from application through installation.
• Manage participant pipeline and quarterly waitlist prioritization.
• Ensure compliance with program guidelines and funding requirements.
• Develop and implement wraparound services connections to energy assistance resources.
