Job summary

The Department of Children and Family Services (DCFS) in Baton Rouge, LA seeks a Program Manager 1-A-LDH to lead data analytics initiatives, develop dashboards, and provide data-driven insights for program performance and policy planning.

The role requires strong SQL skills, expertise with Tableau/Power BI, and the ability to communicate technical findings to non-technical audiences while navigating complex stakeholder environments and ensuring regulatory compliance.

Qualifications

Seven years of experience developing, managing, or evaluating health or social service programs; or six years of full-time work plus four years in relevant fields.
Bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.

Responsibilities

Designs, develops, and maintains automated dashboards, reports, and visualizations using tools such as Salesforce, Power BI, Excel, and other data analysis and reporting platforms to provide real-time metrics and support data-driven decision-making.
Evaluates existing workflows, reporting processes, and data collection methods to identify opportunities to improve data integrity, reporting accuracy, operational efficiency, and overall program performance.
Collects, validates, cleans, and analyzes complex data sets from multiple sources to identify trends, patterns, risks, and actionable insights for management and various stakeholders.
Monitors proposed legislation, analyzes potential impacts on program operations, reporting requirements, and business processes, and develops data visualizations and supporting analyses to assist with responses, planning efforts, and implementation strategies.
Serves as liaison with the Office of Technology Services (OTS) to support data governance initiatives and ensure data integrity, security, accessibility, and compliance with applicable regulations, policies, and standards.
Performs special projects and other duties as assigned.
