Job summary

Three Saints Bay, LLC is seeking a Program Manager in Washington, DC to serve as the primary contractor interface with the CO and COR and to oversee personnel performance across all contract locations.

The role requires a TS/SCI-level clearance, extensive program management experience, and the ability to coordinate contractor resources and report on contract deliverables. Salary ranges from $120k to $145k annually.

Qualifications

• US citizen with TS/SCI clearance required.
• Experience supervising large workforces.
• Prior program management experience.
• Ability to work independently and exercise independent judgment.
• Strong written and oral communication skills.
• Experience with Microsoft Office and analytical tools (i2, Penlink, Palantir).

Responsibilities

• Serve as the primary contractor management interface with the CO and COR.
• Oversee performance of personnel across all contract locations.
• Assign and coordinate contractor resources to meet contract requirements.
• Ensure qualified personnel are assigned to required locations.
• Supervise contractor management activities and ensure appropriate contractor supervision of IRS personnel.
• Manage workload, schedules, staffing coverage, vacancies, personnel transitions, and replace actions.
• Monitor contract performance and address identified performance issues.
• Oversee implementation of the contractor’s Quality Control Plan (QCP).
• Ensure formal work products receive appropriate contractor quality review before Government submission.
• Monitor required personnel qualifications, security eligibility, training, and access status.
• Coordinate contractor responses to Government requirements and priorities.
• Track contractual deliverables, due dates, risks, corrective actions, and open issues.
• Coordinate transition-in and transition-out activities.
• Ensure contractor personnel understand the non-personal nature of the contract and the limits of Government direction.
• Ensure contractor personnel identify themselves as contractor employees when required.
• Prevent contractor personnel from performing functions reserved to Government officials.
• Promptly elevate to the CO and COR any Government request that the contractor believes may change scope, staffing, funding, price, or another contractual term.
• Provide required management reports and other contractor-level information to the Government.

POSITION REQUIREMENTS:

• US Citizen
• Top Secret Clearance with SCI or SCI eligibility
• Experience with Federal law enforcement intelligence operations
• Prior supervisory experience involving large work forces
• Prior Program Management experience
• Ability to work independently and demonstrate independent judgement
• Ability to communicate in both written and oral formats
• Experience with Microsoft Software tools, as well as analytical tools ( i2, Penlink, Palantir etc)

Position is located in Washington, DC.

Salary: $120-145k
