Job summary

Northrop Grumman is seeking a Program Manager 3 to lead a high-visibility sensor program within the AMC BU, reporting to the Director of Programs. The role is fully onsite in Baltimore, MD, with responsibilities spanning cost, schedule, technical performance, and customer engagement across DoD programs.

The candidate will manage KPI-driven performance, coordinate with cross‑functional teams, and deliver senior‑level briefings. U.S. citizenship and a Secret clearance are required.

Qualifications

• Bachelor’s degree with 10 years of relevant experience, or Master’s degree with 8 years’ experience, supporting U.S. Government contracts and customers.
• Experience managing program performance with KPIs, cost, schedule, and technical measures.
• Experience with budgets, forecasts, revenue, cost and/or P&L.
• Proven ability to lead cross-functional teams in government program environments.
• Experience interfacing with primary customers and government stakeholders.
• U.S. citizenship and current/active Secret clearance or ability to obtain.

Responsibilities

• Forge and sustain strategic partnerships with cross-functional teams to drive cost, schedule, and performance.
• Define milestones, track schedules, manage risks & opportunities, resolve issues.
• Allocate resources, oversee workforce planning, talent acquisition, and skill-gap mitigation.
• Lead stakeholder engagement internally and with customers, ensuring alignment and transparency.
• Deliver executive briefings to senior leaders, customers, and stakeholders.
• Negotiate and shape contracts, amendments, budgets, and milestones.
