Responsibilities

  • Coordinate with OER finance to document funding transfers and spend plans.
  • Support development of the NOPP Annual Report and outreach for visibility.

Job description

Axiom Consultants, Inc, is seeking an experienced Program Manager to provide support to the NOAA Office of Ocean Exploration (OER). Program Manager will provide technical and administrative services for the planning, coordination, and execution of ocean-related projects and partnerships. As well as provide project management and inter-agency coordination services to facilitate the National Oceanographic Partnership Program (NOPP) and its partnership with the U.S. Navy Office of Naval Research (ONR).

Responsibilities Include
  • Project and Funding: Coordinating the planning and execution of ocean projects with NOAA laboratories, universities, and cooperative institutes. This includes coordinating Broad Agency Announcements (BAAs) and Notices of Funding Opportunity (NOFO), with a focus on ocean technology and marine geology grants.
  • Operational and Mission Services: Providing technical services regarding ship and ocean platform operational capabilities, including requirement definitions, mission planning, scheduling, and resourcing to meet science requirements.
  • Administrative and Financial Coordination: Preparing and coordinating IAAs, MOUs, spend plans, and cooperative institute (CI) task orders for approved projects. This includes tracking budgets, funds distribution, and serving as the administrative Point of Contact (POC) for project reporting.
  • Program Liaison: Serving as a liaison for the OER-Pacific Marine Environmental Laboratory (PMEL) partnership; drafting work plans; monitoring reporting status; and coordinating the execution of partnership agreements.
  • Inter-agency Coordination: Planning and coordinating between NOPP and ONR representatives, including managing Inter-agency Agreement (IAA) drafts and facilitating and planning monthly Inter-agency Work Group (IWG) meetings, to include the preparation of meeting agendas and minutes, to ensure cross-agency strategic alignment.
  • Financial and Spend Planning: Coordinating with the OER Administration and Finance Division to document project funding transfers and formulating the annual NOPP spend plan to ensure fiscal alignment.
  • Reporting and Outreach: Coordinating the development of the NOPP Annual Report and executing outreach initiatives to expand program visibility; and briefing leadership on inter-agency coordination status during monthly internal OER-NOPP meetings.
  • Programmatic Services: Coordinating with the NOAA science programs and laboratories for options and funding opportunities.
Minimum Requirements
  • U.S. Citizen

  • 5+ years of experience managing federal contracts or project teams
  • Must have strong oral and written communication, problem-solving skills, and be a team player.
