Job summary

Axiom Consultants, Inc. is seeking an experienced Program Manager to support NOAA OER. The role provides project management and inter-agency coordination for NOPP and ONR collaborations with universities, labs, and cooperative institutes.

Responsibilities include managing BAAs/NOFOs, coordinating budgets, and acting as POC for reporting. A background in federal contracts and strong communication skills are required; U.S. citizenship is mandatory.

Qualifications

• U.S. Citizen.
• Pass background screening prior to employment.
• Bachelor's Degree in Business, Management, or related field.
• 5+ years of experience managing federal contracts or project teams.
• Strong oral and written communication, problem-solving skills, and teamwork.

Responsibilities

• Coordinate planning and execution of ocean projects with NOAA labs, universities, and institutes.
• Manage BAAs and NOFOs with a focus on ocean tech and marine geology grants.
• Provide technical services on ship and ocean platform operational capabilities.
• Prepare IAAs, MOUs, spend plans; track budgets and reports as POC.
• Liaise for OER-PMEL partnership; draft work plans and monitor reporting.
• Plan inter-agency coordination between NOPP and ONR; prepare IWGs meetings.
• Coordinate with OER finance to document funding transfers and spend plans.
• Support development of the NOPP Annual Report and outreach for visibility.
